Nothing makes a home feel fresh and modern more than the walls and ceilings, and artex just gives everything an outdated feel. Artex comes in varying shapes and thickness levels. It was used back in the 1970's up until around the 2000's to make the process of building houses quicker. The special thing about artex was it didn't need finishing unlike modern smooth plasters, workers could come in apply artex using various tools such as sponges or brushes and be done with it. So it was never meant to be a decent look only quick and efficient, which is why a lot of people get them plastered over.
When it comes to artex a lot of people worry about the ASBESTOS content and the dangers of it, While asbestos is dangerous there are 3 types of asbestos, blue, brown and white asbestos, all varying in levels of danger.

White asbestos, also known as chrysotile (the least dangerous) was banned in 1999 compared to the other two which were banned in 1985. White asbestos is found in artex and usually in small amounts generally, less than 1% . This means that you do not need an asbestos removal specialist to deal with it, and can be handled by professional tradespeople AS LONG AS THE CORRECT PPE IS WORN such as a PPF3 Filtered masks. However it is generally advised to seal the artex in, this includes skimming over it or plaster boarding over it. Skimming over it being the cheapest option and plaster boarding being the safest option.
The reason plaster boarding is usually the safer option rather than skimming is because if the artex is particularly old it can have hidden lime wash paint behind it, lime wash paint makes it impossible for the plaster to adhere, causing it to fail and not stick to the ceiling. To skim an artex ceiling it must first be checked to see if it has lime wash paint behind the artex. This is easy to do so by making a small cut into the artex and checking if it has chalky substance behind it.
These two options should be considered before removal of artex.
