Our Mission
The Blaine County Sheriff’s Office is committed to protecting the lives, property, and rights of all the people we serve by maintaining order by peace and enforcing the law. It is our mission to improve and maintain the quality of life and reduce crime in the jurisdiction we serve. While serving the county of Blaine, we conduct our services to the best of our ability.
Our Standards
We understand that the integrity of county law enforcement must never be compromised. The public demands and we must accept that the integrity of a law enforcement officer must be above reproach. We must constantly strive to reach the highest standards of honesty and integrity.
Our Community
As the BCSO we strive to help daily citizens be safe and to help them when they need helping. The BCSO patrols all of the Los Santos/Blaine County the size of Delaware. Our Department as over 150 sworn deputies and still growing.
The Sheriff
Sheriff Matt R. Connor was appointed Sheriff of the Blaine County Sheriff’s Office (BCSO) on January 1st, 2024. As Sheriff, he commands the largest law enforcement agency in San Andreas, overseeing more than 100 budgeted sworn deputies and professional staff. Under his leadership, BCSO continues to advance operational excellence, community trust, and strategic crime reduction initiatives.
Sheriff Connor previously served as Chief of Police in San Andreas, where he led the department through modernization efforts, strengthened accountability systems, and enhanced officer training and development. His command experience at both the municipal and county levels provides him with a comprehensive understanding of law enforcement leadership.
Raised in the unincorporated East Los Santos suburb, Sheriff Connor grew up in a neighborhood regularly patrolled by deputies and police officers. Witnessing both exemplary service and areas for improvement inspired him to pursue a career in law enforcement. These early experiences shaped his philosophy of relationship-based policing, particularly within underserved and diverse communities.
Sheriff Connor began his career as a Los Santos Police Officer in 2022, quickly promoting through the ranks based on merit, leadership, and operational performance. He served in supervisory and executive command roles, earning recognition for his ability to build cohesive teams and drive measurable results.
Internationally, Sheriff Connor served as an Inspector with His Majesty’s Royal Canadian Mounted Police, where he gained experience in federal investigations, intelligence operations, and inter-agency coordination before returning to the United States to continue his service.
Sheriff Connor is a graduate of the Federal Bureau of Investigation’s National Executive Institute and National Academy, Harvard University’s Program for Senior Executives in State and Local Government, and the University of Southern San Andreas (USSA) Delinquency Control Institute. He holds a Master’s Degree in Public Administration from San Andreas State University – Los Santos.
