The Financial Management (Implementation) Specialist is responsible for ensuring the effective management of financial resources and compliance with financial regulations. They develop and implement financial management frameworks, conduct regular financial assessments, and provide timely financial reports to stakeholders.
The Specialist works closely with other departments to ensure integrated financial management practices and provides training and capacity building to project teams. They ensure compliance with donor regulations and reporting requirements and manage project budgets and financial resources to ensure efficient use of resources.
The Specialist reports to the Team Leader / Project Director and is a key member of the project team.
Design a generic financial management, accounting and reporting and internal auditing system in accordance with applicable financial management guidelines.
Ensure full implementation of the system.
Periodic review of accounting records of the project offices and to ensure that standard procedures and requirements are met by these offices.
Set up processes and checklists for pre-audit of all contractor/supplier bills prior to payment.
Design and set up monthly project accounts and financial reports.
Design and set up preparation of monthly internal auditing reports for stakeholders.
Design various financial reports which will be used in the project’s quarterly progress report.
Training of project staff on financial management procedures.
Maintain and update the accounting records of project offices and to ensure that the standard procedures and requirements are met by these offices
Pre-audit and verification of all contractor/supplier bills prior to payment.
Prepare monthly project accounts and financial reports.
Prepare monthly internal audit reports.
Provide requisite financial input for the quarterly progress reports.
Prepare annual financial statements and accounts within one month of closing of the fiscal year, and coordinating the external audit activity.
Organize the financial data collection for reporting purposes from all entities involved in the project implementation.
Coordinate with the project director/team leader and other specialists to ensure the timely reporting of relevant financial data.
Report regularly to the project director/team leader about the financial progress, gaps, and issues related to project implementation.
Provide inputs for the Project Administration Manual / Guidelines.
Provide inputs for the review missions and project completion report.
Undertake other tasks related to project financial management as deemed necessary.

A degree from and accredited academic institution in finance, financial management, or a related field. Must possess an accounting qualification such as CA / CMA / ACCA / CPA, etc;
Excellent written and spoken communication skills in English.
Fluent in English and Urdu communication skills (written and spoken).
Excellent writing and presentation skills in English will be preferred.
Ten years of experience in financial management, i.e., financial management implementation, financial reporting, financial planning, financial due diligence, financial training, etc.
At least 5 years of professional experience in international organizations, projects, or organizations financed by international agencies (World Bank, Asian Development Bank, United Nations, etc.)
Strong knowledge of World Bank, ADB, or other international agencies' policies, procedures, and requirements
Familiarity with data analysis software and reporting tools
Proficient in all Microsoft office applications.
