HISTORY OF PHILIPPINE VETERINARY SPECIALTY COLLEGES
AND LEADERSHIP PROFILES
The year 1988 marked the start of Board Certification in discipline and species specialization in the country; specialization in organ systems is still not feasible. There is a need for a number of patients and referrals in a group in order that competency in the area may be achieved. The practice before allowed the use of the phrase practice limited to a certain species in lieu of the statement specialist or otherwise; the use of the word specialist connotes a Specialty Board Certified Veterinarian. A PRC Board of Veterinary Medicine Certification allows the graduate veterinarian to practice in any area of veterinary medicine but the PVMA Code of Ethics does not allow the veterinarian to claim the title of specialist in any field of veterinary medicine unless such was conferred by a Specialty Board collegial body.
Species Specialization has come into being with the incorporation in 1988 April 7 of the Philippines College of Canine Practitioners. It conferred in 1989 June 25 the title diplomate and fellow in Canine Medicine. The other species specialists that followed were the swine specialist, the poultry specialist and the equine specialist. The titles of diplomate or fellow are correspondingly conferred for this purpose by the Philippine College of Swine Practitioners, the Philippine College of Poultry Practitioners and the Philippine College of Equine Practitioners. There is a move to form a certification group for large and small ruminants; this is also being conceived for the exotic, wild or zoo animals.
Discipline Specialization started in 1988 September 20 with the incorporation of the Philippine Society of Veterinary Public Health. In 1989 February 12, the title of Diplomate in Veterinary Public Health was conferred to 21 veterinarians. It was in 1998 that a specialization in Veterinary Feeds was established by the Philippine College of Veterinary Feeds Practitioners.
An organization certifying specialization in Microbiology is the Philippine Academy of Microbiology, an arm of the Philippine Society for Microbiology. The Academy was established in 1991 May 22. Conferment of Diplomates were made in 1992 April 2. This group certifies to Microbiologists in general and is not specific to Veterinary Microbiology. A Collegial Body in discipline specialization is the Veterinary and Comparative Pathologists Society of the Philippines, VCPSP, incorporated in 2000 December. However, they have not yet formed a Certifying Board on Veterinary Pathology.
The PVMA is establishing a unified system of accreditation so that a standard on the system of specialist certification can be met. Criteria for the training and examinations, whether practical, written or oral, are being drafted.
History of the Philippine College of Canine Practitioners, Inc. (PCPP)
The PCCP was registered with the Securities and Exchange Commission of the Republic of the Philippines in 1988 April 7. The Installation, Conferment, and Induction Ceremonies were held at the Manila Peninsula Hotel in Makati, Metro-Manila in 1989 June 25. The college was installed by Dr. Romeo F. Buencamino, Chairman of the Board of Veterinary Medicine; while the titles of Fellow and Diplomates were conferred by the Commissioner of the Professional Regulation Commission, Julio B. Francia, Jr. The officers of the College and the members of the Specialty Board of Canine Medicine were similarly inducted by Commissioner Francia. The ceremony commenced with a Processional lead by Sir Edward Elgar's March, the Pomp and Circumstances; the recessional was fittingly accompanied by the College Students Song Gaudeamus Igitur.
