About Me

Welcome to my page.  My name is Paul Tilley and I live in Clarenville, Newfoundland and Labrador. I have dedicated my life in Clarenville to education, public service, and community advocacy.  As a retired professional educator, I hold a Master's in Business Administration, a degree in Political Science, a Diploma in Public Administration and a Certificate in post-secondary education .  I have also designed and developed programs, including Business Skills for Trades and Municipal Councillor Training.

From the Classroom to Council

My career began in the classroom, where I spent 32 years as a post-secondary educator, developing and teaching Business courses at the College of the North Atlantic. There, I developed a passion for clear communication, strategic thinking, and helping others achieve their potential. These skills have been the foundation of my work in municipal government from 2005 to 2025. While on Council, I have had the honour of serving as your Deputy Mayor and have chaired key committees, including Public Works and Planning and Finance and Administration, where I was responsible for managing a $12 million annual budget, and sat as a member of Clarenville' Economic Development Committee that, under the leadership of Chair, Councillor Deidra Strowbridge, has as a team of dedicated staff and engaged councillors, developed and delivered some of the most innovative and key development iniatives of any town council in the province. 

Our Town, Our Story

One of my proudest achievements was the founding and curation of Our Town Clarenville, an independent Webpage, and YouTube channel and dedicated to sharing our community's unique story. What started as a way to improve communication grew into a rich resource celebrating our history, and pointing to our future. As well, you will find my photographs, videos and drone work of Clarenville on many platforms and Clarenville-related websites.  As a CTV Community Correspondent, I've had the privilege of highlighting our local attractions, and you will see my work, photos and videos on many websites including Clarenville.ca ; White Hills Ski Resort , ClarenvilleCoasts.ca ClarenvilleAreaChamber.com,  Clarenville Multiuse Trail System.

Discovery Age Friendly Housing Co-operative Seniors housing Study

The purpose of this project was to test the theory of the Discovery Age Friendly Housing Co-operative that affordable Seniors housing was needed in the Clarenville Area.  Senior consultant, Hollett & Sons Inc. gathered demographic information on Seniors in the area (including current housing options) and consulted with seniors in person on their anticipated self-identified needs, wants and desires when it comes to their future housing options.  The Situational Analysis component of the report was conducted by me, Paul Tilley, College of the North Atlantic and examined the current state of Seniors housing in Clarenville.   See: http://www.thepacket.ca/news/local/2016/7/7/focus-groups-collect-feedback-for-new-af-4581021.html

RURAL SUSTAINABILITY RESEARCH STUDY – Provincial Office of Public Engagement and the Leslie Harris Centre of Memorial University

Over the summer and fall of 2013, worked with a team of researchers do develop and deliver a survey to measure what residents in the Clarenville-Bonavista region consider to be important issues for the sustainability of their communities and our region. In the Fall, my students and I conducted over three hundred of these telephone surveys.   Results are being analyzed and a final report is forthcoming in 2014.

The Anglican Deanery  of Bonavista / Anglican Church of Canada

This international project involves partnering with a diocese of Rokon, South Sudan & Hannah Loyo, who is the 23-year-old daughter of Bishop Francis Loyo and her dream is to create self-sustaining enterprises in her villages that employ women to make and distribute reusable sanitary napkins so that girls and women can complete their education, be healthy, and help their nation to grow.
