If your Google Play Store doesn’t download, your internet connection is probably not activated.
Go to Settings -> Wi-Fi -> Choose Wi-Fi connection -> Sign in -> Download Google Play Store
If you are using a data connection,
Go to Settings -> Mobile networks -> Activate data to activate -> Download Google Play Store
(We will answer this question. Just put the question and leave it)
Go to your Play Store -> Settings -> click Build version -> Here you can check the version number.
If you get a pop-up message saying that your Google Play Store is up to date (as in section 4) then it is the latest version of Play Store.
You should probably check free space and internet connectivity.
