The Parliament of Malaysia, the Inter-Parliamentary Union (IPU), the Commonwealth Parliamentary Association (CPA) and the United Nations Development Programme (UNDP) welcome you to the conference on The Role of Parliament in Shaping the Future of Responsible AI, taking place from 28-30 November 2025 in Kuala Lumpur, Malaysia.

The conference brings together more than 200 parliamentarians and parliamentary staff from across the globe and features a dynamic two-track programme, designed to address the most pressing issues at the intersection of artificial intelligence and legislative governance.

Track 1 - AI Policy

The AI policy track focuses on the legislative and oversight dimensions of AI. A significant emphasis is placed on translating ethical principles into enforceable laws, whilst also addressing the geopolitical landscape of AI and the need to tailor approaches to local and regional contexts.

Sessions in the AI policy track:

Societal transformation: How AI will impact jobs, government services, healthcare and the environment.
Building national capacity: Discussing national strategies, investment, data governance, and education and training.
Lawmaking and oversight: Exploring legislative approaches and holding governments to account.
Gender & AI: Tackling non-consensual intimate images, algorithmic bias and ensuring gender-sensitive AI development.
International cooperation: Engaging with global initiatives and regional frameworks.

Track 2 - AI in Parliament

The AI in parliament track focuses on the practical application and governance of AI within parliamentary work, exploring how AI tools and strategies can enhance processes, improve efficiencies and strengthen democratic institutions.

Sessions in the AI in parliament track:

The future of parliaments: How AI will shape the evolving role of parliaments, MPs and citizen engagement.
Journeys towards AI in parliament: How different parliaments are approaching AI, based on their unique characteristics.
Building blocks for AI in parliament: Examining systems, governance, use cases, procurement and data sovereignty.
Equipping parliaments for the AI era: Practical workshop on AI literacy in the parliamentary context.

Launch of the IPU Maturity Framework for AI in Parliaments

The IPU Maturity Framework for AI in Parliaments has been developed to help parliaments adopt AI – and Generative AI (GenAI) tools in particular – with confidence and control, supporting them in connecting and managing a diverse range of complex projects. It is also intended to be used as a tool for communicating AI readiness and strategy across senior management. More>>>
