Registration of Newly Identified 4Ps Beneficiaries Successfully Conducted in Villasis on April 8, 2026; 90 Grantees Formally Assessed and Validated

The Municipal Operations Office of Villasis initiated the planning and strategizing for the upcoming registration of new 4Ps beneficiaries. The team first coordinated with and informed the LGU regarding the list of potential beneficiaries from the various barangays in the municipality. Following this, staff conducted postings in the respective barangays and personally informed the barangay officials, including the barangay captains, about the scheduled registration. .

They also explained that the list of identified beneficiaries was based on data gathered by the Philippine Statistics Authority through the Community-Based Monitoring System (CBMS). In addition, the staff clarified the documentary requirements and what beneficiaries needed to bring during the registration process.
Aside from public postings, the staff also accommodated beneficiaries who visited the office to inquire about the registration. They provided assistance in completing the necessary requirements to ensure accuracy and completeness of the documents to be submitted. Staff likewise offered an overview of the program to ensure that beneficiaries fully understood the goals, objectives, and benefits of the 4Ps.
During the registration proper, the MOO staff strictly followed the established process flow to ensure a smooth, orderly, and efficient procedure. An orientation was conducted to provide beneficiaries with an overview of the program’s conditionalities and guidelines. The Social Welfare Assistant was in charge of the registration or attendance area, monitoring the arrival of beneficiaries and assisting them to ensure fair and smooth transactions.
The process also included the screening of documents to verify accuracy and completeness, followed by an assessment and review to ensure proper intake and validation. A grievance desk was likewise available to cater to clients’ concerns and address any issues encountered during the activity.
With the support of the LGU, the registration activity was successfully carried out. The MOO staff ensured that the validation process was accurate, thorough, and aligned with the program’s criteria, demonstrating professionalism and fostering trust among the beneficiaries.

The activity formally commenced with the Attendance and Grievance Desk (SWA), where all potential grantees were properly registered and documented. This phase also served as an avenue for participants to raise concerns, clarify issues, and seek assistance regarding their inclusion on the list. The assigned personnel ensured that all grievances were addressed promptly, fostering trust and openness among community members.

Following this, the Orientation Phase was conducted by the Municipal Action Team (MAT) Leader, John Patrick Maggay, together with the Assistant MAT Leader, Imelda Ulbano. During this session, participants were provided with comprehensive information about the Pantawid Pamilyang Pilipino Program (4Ps), including its objectives, conditionalities, benefits, and the responsibilities of grantees. Emphasis was placed on the importance of compliance with program conditions, particularly in health and education, to ensure continued support from the program.
The process then proceeded to the Validation Phase, facilitated by the Municipal Links (MLs) who are non-social workers: Michael Bryan Villanueva, Allan P. Padagas, John Patrick Maggay, and John John Perez. In this stage, a detailed verification of each applicant’s personal information, household composition, and socio-economic status was conducted. The team ensured that all data gathered were accurate, consistent, and aligned with program criteria, thereby strengthening the integrity of the selection process.
Subsequently, the Assessment Phase was carried out by the Registered Social Workers (RSWs): Marlon Ceasar E. Velasco, Imelda Ubaldo, and Kristal May Fernandez. This involved a more in-depth evaluation of each household’s living conditions, vulnerabilities, and overall well-being. The assessment aimed to determine the level of need and eligibility of each household, ensuring that assistance is provided to the most deserving families.
The activity culminated with the Land Bank of the Philippines (LBP) Enrollment, facilitated by the Municipal Roving Bookkeeper (MRB), Ms. Maria Rochelle B. Matias. This final step enabled qualified beneficiaries to be enrolled in the financial system, allowing them to securely receive cash grants through formal banking channels. Assistance was also provided to ensure that beneficiaries understood the process of accessing and managing their benefits.
Overall, the success of the activity was made possible through the strong coordination, dedication, and professionalism of the entire implementation team. This initiative reflects a shared commitment to uphold fairness, efficiency, and integrity in delivering the 4Ps program to eligible and deserving households, ultimately contributing to poverty reduction and an improved quality of life in the community.

On March 24, 2026, the Municipal Operations Office (MOO) of San Fabian, Pangasinan, successfully facilitated the posting of Set 14 potential beneficiaries for the Pantawid Pamilyang Pilipino Program (4Ps).
Before the posting, MAT Leader Ms. Maria Luisa Castañares communicated with the Mayor’s Office and the Municipal Social Welfare and Development Office (MSWDO) to inform them of the registration, provide the registration list, and coordinate the venue.
There are a total of 81 potential beneficiaries across 33 out of the 34 barangays in the municipality.
During the posting, they discussed with the punong barangay and local officials that the potential beneficiaries are based on the results of the CBMS (Community-Based Monitoring System). The “No PhilSys, No Registration” was emphasized along with the list of required documents.
The schedule of the community assembly is on April 7, 2026, at the De Venecia Sports Complex, San Fabian, Pangasinan.

The event also strengthened relationships among parent leaders and encouraged future collaboration. Issuance of an Affidavit of Guardianship at a Low Cost

The Municipal Operations Office of San Fabian held a dialogue with Retired Judge Jaime L. Dojillo, Jr., the Municipal Administrator, to seek his assistance in facilitating the issuance of Affidavit of Guardianship at a low cost, as one of the requirements needed for extended family validation.
The Municipal Operations Office of San Fabian initiated this collaboration with the available resources of the LGU to make the process more affordable for beneficiaries. There are 97 households validated with special cases. It was agreed that each household can avail the Affidavit of Guardianship for Php 100.00.
The Municipal Operation Office of Santo Tomas Pangasinan Staff and 4Ps beneficiaries actively joined the celebration of Town Fiesta, the Mais Festival on 21 March 2026, proudly showcasing their creativity and teamwork during the grand opening parade and float-making contest, where they triumphantly secured the Second Prize.

The participation of the staff and beneficiaries in the grand opening parade and Float-making Contest during the Mais Festival of Santo Tomas, Pangasinan reflects not only their enthusiasm but also their dedication, teamwork, and sense of community pride. Preparing for such an event required significant effort, from conceptualizing the float design to gathering materials and decorating. Despite possible limitations in resources, they showed creativity and resourcefulness by maximizing what was available to them.
Their active involvement also demonstrated strong collaboration, as each individual contributed their time, skills, and energy to ensure that their entry would stand out. Some focused on artistic elements, others on construction and logistics. Their unity and shared goal of representing their community well were evident throughout the process.
Winning second prize is a testament to their hard work, perseverance, and commitment. More importantly, their participation fostered confidence, strengthened relationships among members, and promoted a sense of accomplishment. It highlighted how community engagement activities like this can empower beneficiaries, allowing them to showcase their talents and take pride in their collective achievements.

The meeting commenced with the discussion on the updates and strengthening of the Local Council for the Protection of Children (LCPC). Emphasis was given to the importance of collaborative efforts among stakeholders in promoting and protecting the rights and welfare of children in the municipality. The council highlighted ongoing programs and encouraged active participation of barangays in implementing child-friendly initiatives and ensuring the safety and well-being of children.
The Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) also discussed re: continuous efforts of the municipality to prevent and address cases of trafficking and violence against women and children. The committee emphasized the importance of awareness campaigns, proper reporting mechanisms, and strengthened coordination among partner agencies to ensure immediate response and support services for victims.
During the Municipal Advisory Committee (MAC) Meeting, updates and concerns related to the implementation of various social protection programs were presented. The committee discussed strategies to further strengthen coordination among partner agencies, particularly in supporting the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) and other community-based programs. Members also shared updates on ongoing activities, programs, and upcoming initiatives aimed at improving the delivery of social services to beneficiaries.
The meeting concluded with a reaffirmation of the commitment of the LGU and partner agencies to work collaboratively in promoting the welfare of children, protecting women and families, and strengthening social protection programs in the municipality.

This activity aims to raise awareness and

It helps staff learn about women’s rights and gives them the skills to guide, assist, and support beneficiaries effectively. By providing this knowledge, staff are better prepared to respond to cases of abuse, share accurate information on legal remedies, and advocate for women’s safety and welfare. The symposium also promotes the prevention of abuse, trafficking, and discrimination, encouraging proactive steps to create safer homes, schools, workplaces, and communities. By fostering respect,
vigilance, and informed action, the activity helps build a safer, more inclusive, and empowered society where women’s rights are protected and their voices are heard.
MOO – Mangaldan proudly participated in the Best Women Empowerment Logo Contest in celebration of Women’s Month, carrying the theme “Lead Like Babaylans, Filipinas.”
The team presented a creative and meaningful logo that reflects the strength, courage, and leadership of Filipina women, inspired by the legacy of the Babaylans. The entry also highlighted sustainability and resourcefulness through the use of recycled materials. Through teamwork and dedication, the team successfully delivered a concept that embodies women empowerment and community engagement. Their efforts were recognized as MOO – Mangaldan was awarded 4th Runner-Up in the said contest. This achievement serves as an inspiration to continue promoting women empowerment and recognizing the vital role of women in society.

Good Agricultural Practices (GAP) Training was conducted by the Municipal Agriculturist Office of Alcala Pangasinan, represented by Mr. Jesus Reconzal and Engr. Nathaniel Nicomedez, with the participation of 7 Sustainable Livelihood Program Associations (SLPAs). The training is designed to help association members, especially new farmers, learn simple and practical ways of farming that are safe, efficient, and sustainable. It guides them in producing better-quality crops that are safe to eat and kind to the environment, while also helping them increase their harvest and improve their income.

In line with this celebration, MOO San Fabian, Pangasinan, joined the Women's Empowerment Logo Contest with the theme: “Lead Like the Babaylans, Filipinas!” The logo design reflects the essence of women’s leadership and empowerment. At the center of the design is the message “WE for Gender Equality & Inclusive Society,” emphasizing unity and the shared responsibility of building a community where women and men are given equal opportunities. Surrounding the message are illustrations of women representing different professions, such as a doctor, teacher, social worker, judge, a Muslim professional, a uniformed service woman, and other modern Filipina leaders, symbolizing the diverse roles women play in shaping society. Alongside them are images of indigenous warrior women inspired by the Babaylan, who were respected female leaders, healers, and spiritual guides in pre-colonial Philippine communities. These figures showcase courage, wisdom, and the strong leadership of Filipinas throughout history.
