1. Planning
- BCMS: RROLR question how the relevant certs can be signed off to enable occupancy if planning conditions are not adhered to. This relates to the ABP
permission granted to use the business park vehicle entrance but the matter is challenged by business owners.
Randalswood response that the site is being reconfigured to include a hammerhead turning point for a smaller 7.5 tonne bin truck and that all vehicles
will enter and exit at Kennelsfort Road Lower. Randalswood believe conditions
16, 10, 11 have been adhered to.
- Vehicle exit: Randalswood suggested there may be bollards placed in the middle of the Kennelsfort Road Lower to prevent vehicles turning right. This is
ultimately a matter for Gardai to enforce if a right exit is illegal. This will not be finalised until the site is complete. Bollards will not be placed while construction ongoing.
- Bus Connects: Question raised if Randalswood were aware of the proposed changes on the Lucan to City Centre Bus Corridor Scheme and would they be making an observation on same. Randalswood said Head Office would take a look.
2. Construction Management Plan
- RROLR question about the number of apartments and occupancy dates: Randalswood clarified that Block A = 27 apartments, Block B = 46, Block C = 47.
Block A & B should be occupied by late January/February and Block C April/May 2023
3. Dirt & Dust
- Window cleaning. Question submitted by local resident who said they had not seen window cleaner since early 2022.
Randalswood said the only breaks in service have been weather related and that the window cleaner was still in contact with them and that residents need to be home to enable access to rear of property.
- Road Sweeper: Resident submitted question relating to whereabouts of the road sweeper following digging at the entrance of the site and the increase in dirt on the service road being brought out onto the Kennelsfort Road Lower. Randalswood said the sweeper will be more visible.
4. Traffic
- Parking: Public pay and display spots being used by sub-contractors on-site. This is reducing on-street parking available for residents and visitors.
Randalswood said there is a daily info sheet given to all contractors that includes a section on parking restrictions but ultimately if they pay their ticket they can park in the spot and if they are not paying they should be ticketed.
- Lights Sequence: Question from resident about lighting sequence that appears to have changed and reduced time for vehicles exiting.
Randalswood said that is not their doing and the lights are managed by SDCC.

1. Planning
Still the plan to let Block A & B by November/December.
- Randalswood believe planners are on track to meet BCMS obligations. Concern expressed from residents about how this can happen if planning matters regarding
business park access have not been finalised. Randalswood mentioned Phased possession as allowing this to happen i.e. planning matters relating to block A & B
being in place before other blocks completed.
2. Construction Management Plan
- Surface water works: Main works were completed over 5 nights in July. Road will be reinstated where the works took place.
- Pouring concrete to continue over coming weeks to put floors in blocks D. Windows coming in November. Block E (last block) won’t be up above ground until new year.
- Scaffolding will come down on Block A/B over coming weeks.
- Underground carpark Approx 90 spaces available now.

1. Planning
- Randalswood confirmed that two planning applications (Ref. 310753-21 & 311853-
21) for increased height and change vehicle entrance have been refused by An Bord
Pleanála and they are now proceeding with the plans as previously approved.
- McGrath Group own Randalswood Construction. McGrath group will manage the
development and expect to be letting apartments in Block A & B by Oct/Nov 2022.
2. Construction Management Plan
- Surface water works
These works are part of the planning permission and authorised by SDCC. They will
take place at night-time because o the high volume of traffic on the dual carriageway.
Works will commence on Monday 18th July and expected to last until Thursday 21st
July. The ground will be broken and excavated on night one which is expected to be
the noisiest part of the works. Approximate working time will be 7pm till 4am each
night.
Randalswood will deliver a leaflet to each of the homes immediately abutting the site.
The letter will be posted on the community website and social media to inform as
many people as possible.
- Underground carpark
Operational for construction parking, more parking will be added as other basements
are completed. 80+ spaces available now. Could be 160 persons on site when fit out
is in full swing. Blocks A/B/C now have operational underground parking.
- Final crane will be insalled in the coming weeks. Instead of bringing in another crane
it is expected that the Crane nearest Block A (Kennelsfort Road) will be moved to
Block D & E (beside Circle K Garage)

allow access to rear gardens.
Water tanker dampening site during dry periods to reduce dust.
4. Traffic
- Residents group raised concern over the Building Control Management System
(BCMS) how can it be signed off when needed to by South Dublin County Council to
enable occupancy of the site when the planning permission as it stands is not
enforceable due to the lack of access through the business park.
5. AOB
- Block E will have 20 apartments handed over to SDCC to fulfil the Part V planning
requirement for social housing. Randalswood said two of the units are being
ringfenced for Stewarts Clients and will be universally accessible.
- Some queries received by Alan from local people who are keen to rent apartments
here, Denis will check with head office about the process they are going to use to
occupy apartments.

1. Planning
- Awaiting decisions on planning applications (Ref. 310753-21 & 311853-21) No update available until ABP make a ruling. Randalswood don’t expect to hear until mid to late May.
- Working Hours: Residents raised complaints received about noise being made before the 08am starting time outlined in planning permission. Randalswood confirmed a planning complaint was made to SDCC and a letter received from council, Randalswood must respond to the official complaint through SDCC. Apology offered and acknowledged it should not happen.
- Work on Block 3 is progressing but will only be completed to the level they have permission for at present. If permission is not granted for the extra height, they will stop at the existing permitted height.
2. Construction Management Plan
- Third crane delayed by a week, expected to be erected Wednesday 20 th. This will be the tallest of the cranes and located behind Kennedy Steel as this is where the tallest block of apartments will be. There will be a fourth crane erected near the garage in the months ahead and this will be the smallest on site.
- Surface water works required at the main junction already part of the existing planning permission.
Works cannot go underneath the traffic signal box. SDCC requested traffic lights being turned off while underground works happen. Randalswood are using a traffic management company to operate a temporary signalised junction during the works which are expected to happen first week of May (8 th ) 7pm – 3am for approx. two nights. Temporary tar will be laid for two weeks followed by full reinstatement. These agreements are between SDCC and Randalswood, still to be finalised and Randalswood will inform the Residents groups when they have a definite date and time of work and will do a leaflet drop to neighbouring homes.
- Underground carpark open by end April. Most parking for workers on the site will be done underground as per planning permission.
3. Dirt & Dust
- Window cleaner still working on a loop from Kennelsfort Road lower to the Horseshoe. 9 cleaned this week, balance of 15 houses to be done next week. Residents who are not home when he calls should inform Jon or a residents rep and we will communicate this to Randalswood who will talk to cleaner. Resident’s details who have not had windows cleaned due to not being home, to be passed to Jon to arrange cleaning.
4. Traffic
- Complaint received about cement truck reversing out of the site. Randalswood say there is ample space to turn on the site and anyone who gets a picture of this happening should communicate it immediately and Randalswood will escalate to sub cement company.
5. AOB
- Planting in the vicinity of the traffic signal box will be done after digging for the surface water works.
- Maintenance of the green space will be prioritised as hoarding is removed around Block A.
- Café & gym are in the existing plans, these were always envisaged as private but no operator for either is agreed so the space will be left empty when the Block A is occupied in Autumn/Winter 2022. Concrete floor and wiring will be put in place for future use.

1. Planning
Two current applications with ABP. (Ref. 310753-21 & 311853-21) Both deemed by
An Bord Pleanala to be material alterations meaning they go out for public comment.
Randalswood planning consultant is willing to look at any queries people have on the
planning application i.e. if there is something in the application and people are unsure
of its meaning, this can be presented to the Randalswood consultant. If residents do
have specific questions, they should direct them to the RROLR residents’ group and
where necessary they will be funnelled through monitoring group to the consultant.
2. Construction Management Plan
3-month plan presented. Bad weather caused some delays to pouring concrete and
wind affects cranes but still largely on track as per previous construction
management updates in recent months. Block B will be as high as it goes by end
March. Windows will be fitted from April and internal studding of walls also from April.
Blocks C will be visible above the hoardings from end of month and by late summer
scaffolding will come down on these blocks.
Expect to have Block A inhabited by Autumn/Early Winter.
Randalswood is in communication with South Dublin County Council re surface water
drainage works required at site entrance. These works are included in the planning
permission already granted. This work will require digging on the junction and traffic
management system. Given this, it is likely to take place after evening peak traffic
and late night. This will be agreed with SDCC planners in advance and the
monitoring committee will be informed of the times and this will be posted on our
community website.

Bulk excavation almost complete. Within 4 weeks most excavation will be complete.
Window cleaner due to start again from Tuesday 15 th March on Kennelsfort Road
lower and work his way around the houses abutting the site.
4. Traffic
Residents raised concern that as more tradespeople arrive on site, there will be more
demand for parking. The existing planning permission says parking for tradespeople
should be provided on the site. Randalswood stated that basement parking should be
available for tradespeople visiting the site from April/May.

Planning
- Resident’s again object to the way the planning application was undertaken and feel that we should have been informed by Randalswood when the application had been submitted.
Residents expressed that An Bord Pleanala gave 3 extra weeks for submission. As they felt that those submissions from the original granted application should be given an opportunity to comment on revised aplication
Residents are aware another planning application is being made to change the vehicle access/egress. No site notices have been observed by residents and we are seeking clarity as to what point of the process is the application, so we are not in the same situation as we were with the application to adjust height and density.
Randalswood to speak with their planning consultants and will revert to residents.
Construction Management Plan
- Delay in some elements due to manpower. Fewer workers on site since Christmas, there are resources issues as with all sectors and this has pushed some elements of the construction plan to run later.
- Concrete works to basement and scaffolding of Block A are both pushed out by approx. one month from the construction management plan presented in December.
Dirt & Dust
- Tar has been laid on the internal road, this will be the base layer of the final internal road. This means trucks are not driving through muck and excavation works have finished so muck on the roads should continue to decrease.
- Window cleaning schedule for abutting houses to be implemented starting this month. Window cleaner will visit each house on a monthly cycle and follow up with residents who are not home at the time of calling.
Traffic
28th January video of cement lorry reversing into the site, Man with hi-viz and clipboard directing him. Should be sent around by applegreen if misses the site entrance. Randalswood clarified that the Cement trucks were using several new drivers not familiar with the route, the issue was addressed with the man on the ground and should not happen again, save for a driver who ignores instructions.
Issue of 40ft lorry reverse in out of the site raised. This should not happen in future as turning is possible within the site and incidents of dangerous driving should be reported to Gardai.
AOB
Event on Sunday 6th Feb when shuttering collapsed on 4th floor of Block B. This occurred because it wasn’t sufficiently weighted down as the wind had affected works on site New design to tie down the boards has now been completed with consultants, HSA were informed by Randalswood when the incident happened and they visited the site. Randalswood are satisfied that this incident will not reoccur due to the new system in place.

Planning
Residents raised the point that a new planning application was submitted but the monitoring group were not informed when it was done. Resident’s view is that site notices appeared late and close to Christmas. Randalswood disagree and believe it was verified by ABP. Randalswood clarified that they don’t erect the planning notices themselves, this is done by their planning consultants and that it appeared in two national newspapers, The Irish Daily Star and The Irish Daily Mail.
Residents feel let down that there was not clear communication directly to the monitoring group to inform that the planning application had been submitted. Randalswood were of the view that the resident’s group were monitoring the file for changes and would have seen it. Residents confirmed that the original file is checked for amendments, but this was a new planning application, so it was filed under a different reference number.

Residents requested Randalswood to commit to providing written notification to the Monitoring group when future planning applications are made.
Randalswood will not give this undertaking as it is the view of Randalswood that
monitoring the planning applications is down to the residents committee.
Randalswood have clarified that written notifications are not given by them to
adjoining resident’s groups on other projects, Randalswood will discuss any planning
proposals at the monthly meeting with the monitoring group.
Construction Management Plan
Next 3-months schedule provided by Randalswood. Bulk excavation should be complete by 21st January.
Third tower crane will be erected around middle of March. Will be 60 metres above the ground and the tallest crane on site. This will be located beside block E (closest to the petrol station.
Dirt & Dust
Window cleaning: There were some houses that were still outstanding from pre-Christmas due to bad weather, most now complete. They have been unable to contact residents in two houses. Will begin a rota system with houses adjoining to manage future cleaning and Randalswood will endeavour to have timing agreements made direct between resident and window cleaner.
Street Cleaners: Residents raised the deterioration in street cleanliness over the past week. There will be two street cleaners on site for a few days and then revert to one. A combination of two trucks for a period and the ending of excavation works should see a reduction in muck on the roads.
Noise
There have been some complaints about a generator occasionally being left on overnight. This affects neighbours sleep. Daily check now being completed at the end of the day to ensure generator and unnecessary lighting is turned off overnight.
Traffic
Residents raised an observation by local resident that there has been a truck parking and turning at the junction of Kennellsfort rd. and Old Lucan road before the site opens in the morning. Randalswood not aware of this but commit to checking it over the coming days. It is possible that it is a truck unconnected to the site.

1. Construction Management Plan
JB presented the latest 3-month plan with usual caution regarding unforeseen
events that may cause delays. Bulk excavation almost complete. Regular concrete
pouring on foundations and floors. Above ground construction well under way on
Block A & Block B. Works are on schedule.
2. Dirt & Dust
Randalswood to clean windows of nearby houses before Christmas. Aiming to power
wash the public realm outside the site on Kennelsfort road commencing circa 18 th
December.
3. Christmas Hours
Site closing 23 rd December and reopening 4 th January. Any site issues during closure
should be notified to Randalswood via group text.
4. Christmas Gesture
Randalswood will deliver a hamper to houses adjoining the site and to residents of
the as a gesture of goodwill. This is an annual tradition of the company.
The Monitoring group have declined the offer. Randalswood may donate to Stewarts
instead.

Construction Management Plan

Excavation of total site (Bulk excavation) is scheduled to end by Christmas but may spill into January. (No bulk excavation, only concrete pouring for next 6 days).
Underground carpark practical completion may be between January and March 2022.
Third tower crane to be erected in February 2022 and to be situated between blocks C & D on southern end of the Site.
Cranes and Height

Randalswood reiterated that while crane jibs will oversail airspace above adjacent properties, no load being carried by the crane will go beyond the Site boundary.
Dirt & Dust
All complaints received from residents regarding were raised with Randalswood. RROLR reiterated that the priority issue for the Village is that it be maintained in an 'as was' state during the works.
RROLR reiterated that residents are still unhappy with the level of street cleaning taking place. The Randalswood (green) sweeping machine, if it is to continue in use, needs to carry out a thorough sweep of the Village including, in particlular, the kerbsides where most dirt is accumulating. Randalswood confirmed that the hired sweeper truck carrys out a full sweep once each day. RROLR requested and Randalswood agreed a full deep sweep on a Saturday (when few vehicles are parked along kerbsides) will be carried out.
Randalswood has offered to clean the windows of properties affected, between now and Christmas. RROLR to send a list of properties to Randalswood.
Parking
RROLR explained again that worker vehicles are taking up free parking spaces in the Village. RROLR reiterated that the Randalswood planning submission to ABP states that all worker vehicles would be confined to the Site. This was agreed at the first meeting with Randalswood in early 2021. Randalswood to reiterate to employees that no vehicles should be parked in the Village and it is going to write to sub-contractors too.
First underground carpark (to be used for worker vehicles) due to be completed in March 2022.
Working Hours
Randalswood do not envisage a need to apply to SDCC for an extension of working hours on any day prior to Christmas 2021.
AOB
Randalswood asked that individual residents and public representatives relay any complaints to one point of contact e.g. RROLR in the first instance, or at least copy RROLR on any complaints.

Commencement Notice
Residents group raised a question about why only one of the planning condition decision has been uploaded to the SDCC website. This pertains to landscaping and appears to have been rejected. Residents thought that all conditions need to be complied with before construction commences.
Denis will send on to the residents group the commencement notice received by Randalswood.
Construction Management Plan
- Residents asked for an image to be provided showing residents what height the tallest building will be in comparison to the tallest crane on site. This will be sent to the RROLR group by Randalswood.
- Randalswood agreed that at the end of the working day, the crane jibs will be left pointing away from houses, however, Denis reminded us that a light wind on the ground is often stronger 40 metres up so the jib will move with the wind.
- By Christmas, the Block A which will be 5 stories high, nearest Kennelsfort road will be built up to the 3rd story.
- There will be three working lights on the jib of each crane during operational hours. These provide downward light to the site. They will be turned off outside working hours with the exception of a security light to give the CCTV visibility during night-time hours. The crane jibs will be lit up for Christmas.
Dirt & Dust
All complaints received from residents were raised with Randalswood. We made it very clear that we are unhappy with the level of street cleaning taking place and that the green machine is not fit for the purpose. In comparison, we highlighted how some residents have observed that the white machine that is rented in by Randalswood is far superior and more effective at cleaning.
Issues such as dirt and dust washing to the parking spots and residents then standing in muddy puddles were raised. We highlighted that there has been no demonstrable difference in cleaning since the last meeting and that this is far less than satisfactory.
The gate from the business park is now closed during the day so no vehicles should be coming out there and dragging muck with them.
Parking
Residents highlighted issues regarding trucks parking in the pay and display areas opposite St. Fintan’s Terrace, using up spaces where residents’ permits can park and an incident of a cement truck parking on the footpath which Randalswood did respond to at the time. There have been at least two occasions where trucks parked opposite St.Fintans terrace have been having wheels changed by a mobile fitter. It was agreed that punctures need to be repaired before they go on the main roads. Randalswood also said that drivers may be stopping there because of legally enforceable rest periods that determine how long a driver must rest before driving again. Randalswood can only encourage the drivers to do this elsewhere but outside of the site, if drivers are breaking the rules, they are open to the same enforcement as any vehicle using the spaces.
Residents raised the issue of workers from the site now parking on the footpath opposite Kennedy Steel and in other free parking spots on the old Lucan road and environs. Randalswood have opened the old Christy Byrne stone yard opposite the church, and it is available to the builders on a first come first served basis. When the first underground carpark is ready, it is intended builders will also use that for parking. Randalswood have raised the parking issues at a “toolbox meeting” with all workers.
Working Hours
A resident has observed some morning when machinery started up on site before 08am. Randalswood said this was the manouvering of cement lorry in advance of an 08am pour. Residents reminded Randalswood that planning conditions state 08am as the start time and further breaches will likely result in a planning complaint.

Randalswood said that all pre construction conditions have been met and they have submitted a commencement notice to SDCC. They are awaiting acceptance of this and when it is received, construction can begin 7 days afterwards.
Denis agreed to inform us when the commencement is accepted and the construction work due to start.
Construction Management Plan
The first crane will be erected in the coming week. A 40 metre high crane, 75 metre long jib. Clarified again that the crane jib will pass over houses but no load will extend beyond the site boundary, i.e. no load will be carried over residents properties. In the construction management plan this first crane to be erected is called TC2. The next crane is due to be erected in early-mid October. The builders expect that by the end of November there will be visible building upwards.
ESB
The planned ESB outage in Hollville for Friday 10th September is to facilitate the final large ESB woks on the site. ESB notified affected home owners directly.
Signage
We requested that the large red driectional signage currently on the railings opposite the site exit be returned inside the site as it is not visible to trucks when cars are at the lights. Radnalswood said there is nowhere inside the site to place it without impeding the visibility of drivers exiting the site. The damage that was caused to the wildflowers was a mistake, the builders did not see them flowering and thought it was overgrown. Randalswood have offered to make amends with planting if requested to.
*Post meeting note: SDCC were asked for their opinion on the signage and following is part of what was received: “I wish to advise that no planning permission is required for this red directional sign as it is part of the Transport & Traffic Assessment. The red directional sign is part of the appointed contractors responsibility of which Construction and delivery vehicles will be instructed to use only the approved and agreed means of access and movement of construction vehicles will be restricted to these designated routes.”
Dirt & Dust
A frank discussion on the level of dirt and dust being generated. Randalswood confirmed that the sprinkler system they installed has been decommissioned as it was proving impossible to get the required pressure to work effectively. The water tanker on site is to be used regularly on dry days to soak the site and reduce dust. Residents raised the ineffective nature of the street sweeping machine and observations that it is not spending long enough or enough water to properly clean the road. It was requested that the driver use a brush to sweep from car parking spaces where large accumulations of debris is resting. This was shown with pictures of the weekly street sweep undertaken by the Pink Ladies +1 group. It was made abundantly clear that residents are unhappy with the standard of street sweeping being done.
Complaints received regarding the impact of dust were raised, including it's effect on the roadside, houses and gardens and getting into people's eyes.
Noise levels
Piling works are to recommence the week of 20th September.

New planning application
Plans for additional floors were submitted direct to ABP. Denis will send the plans to Shane for upload to the residents info site

Position with commencement notice
Randalswood expects it to be done in the next 1-2 weeks. Commencement only issued once all planning conditions complied with. Randalswood submitted to SDCC in February/March and have heard nothing since.
Construction Management Plan
The first 3 month construction management plan will be issued by Randalswood in the next week, as best can be estimated, the construction works to take place over the coming 3 months.
First crane being erected in the middle of the site next week, this will be a 40-metre crane (base to cabin) and additional 12 metre cabin to top.
Will be lit up for Christmas and floodlights will be extinguished when work stops each day. Any issue with glaring from the lights to be brought to Randalswood attention as the floodlights can be adjusted.
The jib will be above houses, but no load will be carried over private property outside the site. As the jib moves, the load will be retracted closer to the tower and always remain inside the site.
All large electrical work is now complete, and it is not anticipated that there will be any ESB faults. If there is a piece of work happening with the potential to cause a surge (as previously happened) we will be notified in advance to inform residents and businesses of the increased risk.
In the coming 2 months, storm water drain linking into the middle of the main traffic junction will require a full traffic management plan, we will be given notice of this to advise residents and businesses in advance.
Soil pile to be removed within the next two weeks.
Speed sign pole to be reinstated after works are completed.
Trucks to exit site into Village and out via Applegreen. Trucks entering site will be managed by Randalswood using CCTV – aim is not to have trucks queuing to enter and blocking Kennelsfort Road Lower.
Dirt & Dust
There are two road sweeping trucks to be seen. Green belongs to Randalswood and is housed on site so always available. The white machine is rented when heavier clean required. The green truck has a new sweeping head fitted so Randalswood believe it should perform better in the coming weeks.
Residents concerns raised about the truck not thoroughly cleaning and impact on driveways. Cleaning of windows and if needed, power washing is available to residents on request. Water tanker being used to soak the ground to keep dust down.
A wheel wash is now in place for trucks exiting the site, rumble strips under the water remove heavy muck.
Noise levels
The piling rig is gone for now but will return in September for approx. 2 weeks work. The soil being removed needs to be sieved by the digger first, this does cause some noise but Randalswood explained it is unavoidable and still within allowable limits.
Work hours
Raised resident concern about overnight works 28th into 29th July. These were foul drainage works that needed to be done when the flow was at its lowest. Permission was in place and an email was sent to the RROLR group but was not seen in time. Agreement to use a whatsapp group between committee and Randalswood to keep informed of such works so not missed again.
Traffic
Raised concerns from locals about the lack of traffic management at times, including the worker waving hands to stop vehicles approaching from the dual carriageway. Recommendation to use proper stop-go signage, Randalswood to examine this. Two staff now trained in the traffic management role. New signage to be erected to notify drivers of construction site entrance/exit.
