This platform was created in response to a demand by residents of Palmerstown for a central hub of information, updates and a means to communicate on all issues relating to the large mixed-use development planned for the 'Old Vincent Byrne Site'. This will be the largest development in the area since the opening of the Palmerstown bypass in 1988, and will impact many people in many ways.
Our aim is to ensure that the development will have as little negative impact as possible on residents and users of Palmerstown and the environs. The development will take some years to complete and we wish to closely monitor progress to ensure it is built according to the agreed plans, meets all planning conditions and that all who reside in the Palmerstown and the environs are not unduly impacted.

August 2021 - The Developer has engaged a full-time road sweeper attempting to reduce the amount of dust and dirt accumulating in the vicinity of the site. This vehicle is moving around Old Lucan Road and Lower Kennelsfort road. If you live in the area and notice increased dust possibly from site please notify us.
15th June 2021 - Dust Management; Developer Randalswood had trouble getting a proper supply of water sorted, this is sorted now. They have a man full time putting water spray up in the air to stop the dust travelling, and have a 'bowser' travelling the internal road which puts heavier amounts of water on the site
4th June 2021 - Noise Production; Randalswood have instructed no work after 6.30pm in the evening. They appreciate the works are noisy especially for the residents of the Horseshoe. there will be no nose from the oiling rig for 8/9 days from Friday 4th June
19th April 2021 - ESB cables cut in error during site preparation works. Power in area down for approx. 1 hour - restored 11am. The Reason given surrounds confusion of cable location on ESB maps.

12th April 2021 - Site preparation works commenced at Vincent Byrnes upon withdrawal of construction related COVID restrictions. A number of diggers moved in and started earthmoving, and concrete ground break-up.

Early March 2021 - We have met with the local councillors and they have offered their support to us.
We raised current concerns with the developer and we intend raising any future issues with them as the site is developed and when it becomes occupied.

In September 2020 An Bord Pleanála granted planning permission to the developer, Randalswood Ltd, for the Vincent Byrne Site. Randalswood Limited made two planning amendment applications in late November 2021 :
Planning Application Amendment No.1—Ref: ABP- 310753-21
The initial deadline for resident’s observations closed on 23rd December 2021 but as a result of complaints from residents regarding the lack of publication of the amendment application, An Bord Pleanála extended the deadline for observations until 7th February 2022.
The Developer has applied to An Bord Pleanála to make numerous very significant changes, including:
• Increase the height and footprint of Blocks C,D and E
(these blocks are currently permitted at a height of 6,7 and 8 storeys respectively but will change to 7, 8 and 9 storeys if permission is granted)
• Adding 24 apartments - bringing the total number of apartments from 250 to 274
(a change from 134 one-bed apts to 147 one-bed apts and 116 two-bed apts to 127 two-bed apts)

Planning Application Amendment No.2—Ref: ABP- 311853-21
The developer has not yet published the site notice for this application but when it has you will have the opportunity to make a submission in relation to the following:
• Reducing the 2 vehicular entrances/exits to 1 vehicular exit/entrance. They now propose only one entrance and exit for all vehicular traffic into and out of the site. This will be at the Kennelsfort Road Lower junction.
(the current permission provides for vehicular traffic to enter/exit onto Kennelsfort Road Lower Junction and to enter/exit from the Old Lucan Road (beside Mr. Price). Bear in mind that the Bus Connect project is going to put in a cycle lane on the outbound lane of Kennelsfort Road Lower in the Village)
• Alteration of exit/entrance to Kennelsfort Road Lower.
(current permission provides for bin trucks etc to exit via Old Lucan Road (beside Mr. Price) because those vehicles were too big to turn out of Kennelsfort Road Lower without disrupting the proposed new road layout and the outbound traffic)
• Reduction in the green space area within the site to accommodate truck turning area and other changes
