According to one version, the Empire originated from the small Ostroh kingdom led by Prince Fedor Ostrohsky. In the 15th-16th centuries, Grand Duke Konstantin Ostrohsky attained the title of Hetman of the Grand Duchy of Lithuania, Ruthenia and Samogitia, and won a grand victory in the Battle of Orsha, leading the Polish-Lithuanian Commonwealth against the Muscovite state. Prince Kiantyn-Vasyl Ostrohsky opened a printing house in Ostroh and founded the first European-style university in Ukraine - the Ostroh Academy.
Half a millennium later, the idea of Ostroh statehood was revived in the 21st century. The empire was proclaimed (actually restored) by the initiative of Konstantin I Korbstein, a descendant of a northern Volyn priestly family, who united part of the historical Ostroh and the villages of Zeleny Dub, Peremoryvka, and Andrushivka. This new state was founded on the foundation of the Zeleny-Dub People's Republic (ZDNR), which existed from April to July 7, 2024.
On April 20, 2024, the ZDNR signed a military alliance with the Novomalynsky Reich, which recognized its independence in exchange for military assistance in the fight against the Novomalynsky Communist Party, which threatened stability in the region. This alliance became the first international recognition of the new state and determined its military and diplomatic course.
From August 13 to October 24, 2024, the First Ostroh Congress was held, which ended with the proclamation of the Federation of Ostroh States - an association in the form of an oligarchic federation, consisting of:

This was a period of unstable but important state formation, which ended as a result of the October Coup, carried out by troops that remained loyal to the Emperor, under the leadership of the Constitutional Democratic Party.
On October 30, 2024, a dual monarchy was introduced in the state after the accession to the Empire of lands under the control of King Maximilian I the Freethinker, which became a new stage in the legitimation of the empire at the international level.
However, on December 22 of the same year, His Majesty Emperor Constantine I proclaimed the dissolution of the dualistic form of government, returning the state to a constitutional monarchy.
On February 2, 2025, Emperor Constantine I abdicated in favor of his brother, Crown Prince Mark I the Curly, who became the new ruler of the Empire. On the same day, the Empire ratified international documents — the GUM Statute, the Edgbaston Convention, and the Wrythe Convention, which was an important step in the recognition of the state among micronations.
On March 29, 2025, the new Emperor Mark I signed Directive No. 0064, according to which the Senate lost its powers for 30 days due to corruption and inaction, and its functions were temporarily transferred to the First Ostroz College.
The culmination of the state reform was the event of April 19–20, 2025, when His Imperial Majesty signed a new "Easter Constitution" with 170 articles, which replaced the old version with 50 articles. A new tradition began to consider the Constitution Day - the 1st day of Easter according to the Eastern rite. At the same time, the Collegium was dissolved, and the Imperial Diet was formed - the highest legislative body of the new state.
