In the name of God's Grace, for the glory of the Fatherland and for the establishment of legal order, the Imperial Diet, in agreement with His Imperial Majesty, establishes the following Constitution of the Ostroz Empire.
The Ostroz Empire, eternal and indestructible, called to greatness by the will of Providence, proclaims its unwavering devotion to Law, Freedom and Justice. The Imperial Diet, the expression of the will of the People and the Guardian of the Imperial Majesty, in agreement with the Monarch, establishes this Constitution as the Fundamental Law of the State, which is the highest norm of the state system, obligatory for all inhabitants of the Empire.

**Article 1.** The Ostroh Empire is a free, independent, indivisible and hereditary Monarchy.
**Article 2.** The power in the Empire comes from God Almighty, through the Emperor and the representatives of the People, in accordance with this Constitution.
**Article 3.** The Ostroh Empire unites all lands that, by the will of Providence, have been historically or by treaty attached to It.
**Article 4.** The official name of the state is: "The Ostroh Empire"; the Emperor is called: "His Imperial Majesty, the Ruler of Ostroh".
**Article 5.** The state language of the Empire is Ukrainian and Old Ukrainian. Other languages are recognized and permitted in the manner prescribed by law.
**Article 6.** The Empire recognizes freedom of religion, but the Orthodox Faith is the dominant denomination and is under special protection of the State.
**Article 7.** The capital of the Empire is the city of Ostrog. The residence of the Emperor does not change the capital.
**Article 8.** The Coat of Arms, Flag and Anthem of the Empire are approved by Imperial Decree with the consent of the Sejm.
**Article 9.** The law is the highest expression of the will of the state and must comply with the provisions of this Constitution.
**Article 10.** No part of the Empire may be alienated, given or transferred without the consent of the Sejm and the sanction of the Emperor.
**Article 11.** All subjects of the Ostroh Empire are equal before the Law and enjoy equal legal protection.
**Article 12.** The person of every subject is inviolable. No one may be deprived of his liberty except by law and by court order.
**Article 13.** The home is inviolable. Entry into a home without the consent of the owner is permitted only by court order.
**Article 14.** Everyone is guaranteed freedom of speech, of the press and of expression of opinion within the limits of the law.
**Article 15.** Every subject has the right to move freely within the territory of the Empire and to choose his place of residence, with the exceptions established by law.
**Article 16.** Religion, rites and forms of worship are free, provided that they do not violate public order and morality.
**Article 17.** Subjects have the right to freedom of assembly and to form associations in accordance with the law.
**Article 18.** No one may be forced to profess a faith or to belong to a society against their will.
**Article 19.** The secrecy of correspondence and all kinds of private correspondence is protected by law.
**Article 20.** All rights and freedoms may be limited only in accordance with the procedure established by law, in the event of a state of emergency, war or a threat to the security of the Empire.
**Article 21.** All subjects of the Ostroz Empire are obliged to be loyal to the Monarch and the law.
**Article 22.** Service to the Fatherland is the duty of every subject. The types and procedure of service are determined by law.
**Article 23.** Subjects are obliged to pay taxes and other state fees in accordance with the procedure established by law.
**Article 24.** The defense of the Empire is a common cause. In case of war or threat, everyone is called upon to defend themselves in accordance with the Law.
**Article 25.** Education is the duty and right of everyone. The State shall ensure the primary education of all subjects.
**Article 26.** All subjects shall respect the laws, traditions and institutions of the Empire.
**Article 27.** Work is recognized as the basis of well-being and honor. Persons capable of working are obliged to participate in the life of the State.
**Article 28.** Subjects are obliged to observe public order and not to harm other persons in the exercise of their rights.
**Article 29.** Legal protection of subjects shall be ensured by an independent court, the Bar and other institutions established by Law.
**Article 30.** Everyone has the right to petition the Emperor, the Diet or state bodies, in accordance with the procedure established by law.
**Article 31.** No action of a government body may violate or abolish the rights guaranteed by this Constitution, except in cases established by law.
**Article 32.** All restrictions on the rights of subjects must be justified, proportionate and subject to judicial appeal.
**Article 33.** Subjects have the right to compensation for damage caused by unlawful actions of state bodies or officials.
**Article 34.** No subject may be deprived of citizenship, except in cases established by law.
**Article 35.** All guarantees of rights and freedoms established by this Constitution are directly effective and do not require additional confirmation.
**Article 36.** Constitutional rights are not subject to abrogation and may only be temporarily suspended in accordance with the procedure provided for in the Constitution.
**Article 37.** In the event of a violation of constitutional rights, a subject has the right to appeal to the Imperial Court.
**Article 38.** Everyone has the right to a fair, public and impartial trial.
**Article 39.** The accused shall be presumed innocent until proven guilty according to law.
**Article 40.** No one shall be obliged to testify against himself or his immediate family.
**Article 41.** Torture, cruel or degrading treatment or punishment shall not be permitted.
**Article 42.** Every subject shall be guaranteed the right to defense and legal assistance.
**Article 43.** Laws establishing or increasing liability shall not have retroactive effect.
**Article 44.** Rights may not be used to the detriment of others or in contradiction to the purpose for which they were established.
**Article 45.** Laws restricting rights may not be interpreted broadly.
**Article 46.** The Constitution shall have supreme legal force, and all other normative acts shall comply with its provisions.
**Article 47.** Everyone shall have the right to apply to the authorities for the protection of his rights.
**Article 48.** Citizenship of the Empire shall be acquired by birth, naturalization, or in other forms provided for by law.
**Article 49.** A subject of the Empire may not be extradited to another state, except under an international treaty ratified by the Sejm.
**Article 50.** The state shall ensure the legal protection of its subjects also outside the territory of the Empire.
**Article 51.** The Ostroz Empire is a hereditary monarchy. The Emperor is the Supreme Ruler of the Empire and a symbol of the unity of the people.
**Article 52.** Only a member of the Korbstein dynasty, belonging to the senior family and legally receiving the throne, may be the Emperor.
**Article 53.** The Emperor is the Supreme Representative of the State on the international stage and the Commander-in-Chief of the Armed Forces of the Empire.
**Article 54.** The Emperor cannot be dismissed from power and has the right to transfer the throne only at his own request and by a lawful decision of the Sejm.
**Article 55.** The Emperor may not be subject to any other courts or supervisory bodies, except the Supreme Court of the Empire in exceptional circumstances.
**Article 56.** The Emperor's power is limited by the Constitution and the laws of the Empire. The Emperor is obliged to observe all the rights and freedoms of his subjects guaranteed by the Constitution.
**Article 57.** The throne is inherited through a direct male line. In the absence of such heirs, the throne may be inherited through a female line or by decision of the Diet.
**Article 58.** The Emperor may create and revoke decrees having the force of law, but these decrees must not contradict the Constitution.
**Article 59.** All activities of the Emperor are under the supervision of the Diet, which has the right to request explanations for its decisions.
**Article 60.** The Emperor may appoint and dismiss ministers, heads of state institutions and other officials of the Empire, but all appointments are subject to the approval of the Diet.
**Article 61.** The Emperor has the right to convene or dissolve the Imperial Diet, but the dissolution may not be arbitrary and must be justified by specific circumstances approved by the Diet.
**Article 62.** The Emperor's family is the Korbstein Dynasty. The titles and rights belonging to the members of the Dynasty are determined by the Constitution and the relevant acts of the Diet.
**Article 63.** Members of the Dynasty have the privileges defined in the Constitution, but these privileges must not exceed the restrictions imposed on other citizens of the Empire.
**Article 64.** The Imperial Family is under the protection of the State and may not be subjected to persecution or restriction of rights, except in cases specified by law.
**Article 65.** In the event of the death of the Emperor, the throne shall be inherited according to the rules established in Article 57 of this Constitution. The appointment of a guardian for minor heirs shall be carried out by the Diet.
**Article 66.** In the event of the minor heir or his incapacity, the Dynasty shall elect a regent until the heir reaches the age of majority or when he is recognized as capable of performing the duties of the Emperor.
**Article 67.** In the event of the death of all the legitimate heirs of the Emperor, a new Monarch shall be elected from among the members of the Dynasty or among the high-ranking persons of the Empire by decision of the Diet.
**Article 68.** All issues concerning the succession to the throne shall be resolved exclusively on the basis of this Constitution.
**Article 69.** The power in the Ostrog Empire is exercised through three main bodies: the Emperor, the Imperial Diet and the Imperial Court.
**Article 70.** The Emperor is the head of state and the highest representative of the highest authorities. His powers are determined by this Constitution.
**Article 71.** The Imperial Diet is a representative body consisting of two chambers: the House of Lords and the House of Representatives. The House of Lords consists of nobles, representatives of large landowners andclergy, and the House of Representatives is elected by the people on the principle of equal, direct and secret ballot.
**Article 72.** The Imperial Diet has the power to legislate, approve budgets, elect ministers and control the activities of the government. The Diet also supervises the activities of the Emperor and has the right to initiate impeachment for violations of the Constitution.
**Article 73.** The Imperial Court is the highest judicial body, administering justice and guaranteeing the protection of the rights of subjects. The judges of the Imperial Court are appointed by the Emperor with the consent of the Diet for a term established by law.
**Article 74.** The Imperial Court considers cases related to the Constitution, international treaties, conflicts between state bodies, as well as other important cases determined by law.
**Article 75.** Legislative initiatives may come from both the Emperor and members of the Imperial Diet. Bills must be considered by both houses of the Diet and approved by the Emperor.
**Article 76.** The Imperial Government consists of ministers, who are elected by the Emperor with the consent of the Diet. The ministers are responsible for individual branches of state administration and are accountable to the Diet for their activities.
**Article 77.** Ministers may be dismissed from office by the Emperor or by decision of the Imperial Diet. The Emperor has the right to appoint temporary government officials in case of emergency.
**Article 78.** The Imperial Government is obliged to regularly report to the Diet on the state of state affairs and the implementation of the budget.
**Article 79.** The Diet may initiate the revision or amendment of the Constitution. Amendments to the Constitution require the consent of two-thirds of the members of both houses of the Diet and the approval of the Emperor.
**Article 80.** The appointment and dismissal of the highest state officials, in particular the head of the Imperial Court, shall be carried out by decision of the Emperor and with the consent of the Diet.
**Article 81.** State power in the Ostroh Empire shall be exercised within the limits of law and respect for the rights and freedoms of its subjects, without interference in the private lives of individuals, except in cases provided for by the Constitution.
**Article 82.** The powers of the Emperor, the Imperial Diet and the Imperial Court shall have clearly defined limits, and no body may exceed its powers as defined by this Constitution.
**Article 83.** The Ostroh Empire shall have the right to establish taxes and levies necessary to ensure the functioning of the state. Taxes shall be fair, equal and in accordance with the financial capabilities of its subjects.
**Article 84.** All taxes and duties are determined by law and may not be introduced or changed without the approval of the Imperial Diet.
**Article 85.** The state budget is drawn up by the government and approved by the Imperial Diet. In the event of an emergency, the Emperor has the right to make temporary changes to the budget, which must be approved by the Diet.
**Article 86.** All financial transactions of the state must be transparent, and subjects have the right to access information regarding state expenditures and revenues.
**Article 87.** The Ostroz Empire has the right to establish national banks and other financial institutions to ensure the stability of the economy and the financial system.
**Article 88.** The Central Bank of the Empire is an independent body that controls monetary policy and ensures the stability of the national currency.
**Article 89.** The Empire has the right to conclude economic agreements and international treaties with other states for the purpose of developing trade and attracting investment. All international economic agreements must be approved by the Imperial Diet.
**Article 90.** The Empire guarantees the protection of the property rights of citizens and legal entities, provides favorable conditions for doing business, in particular by ensuring fair competition and combating monopolies.
**Article 91.** The national economy of the Ostroz Empire must be based on the principles of social justice, sustainability and development. Key sectors of the economy, such as energy, transport and infrastructure, must be under state control.
**Article 92.** The Empire ensures the protection of intellectual property by creating legislative conditions for copyright, patents and trademarks.
**Article 93.** The development of agriculture, industry and science are strategic directions for the development of the Empire. The state provides support to such industries through subsidies, grants and tax breaks.
**Article 94.** The Empire has the right to implement economic stimulus programs in times of crisis or economic recession. These programs must be agreed with the Imperial Diet and comply with the requirements of the Constitution.
**Article 95.** The Empire is obliged to maintain a balance between social policy and the economic interests of the state, ensuring that citizens are provided with sufficient conditions for a decent life.
**Article 96.** State spending on social needs, such as health care, education and social protection, must be included in the state budget and approved by the Imperial Diet.
**Article 97.** State pThe policy in the field of finance and economy should be aimed at achieving long-term stability and development of the country in the interests of its subjects.
**Article 98.** The Ostroh Empire guarantees its subjects the right to personal liberty, inviolability, protection from unlawful arrest, torture and other forms of violence.
**Article 99.** Every subject has the right to protection of his rights through a judicial process that respects human rights, justice and legality.
**Article 100.** The Empire ensures equality before the law for all citizens without any discrimination on the basis of nationality, race, sex, religion, social status or other grounds.
**Article 101.** Subjects have the right to freedom of religion and belief, subject to the laws of the Empire.
**Article 102.** Freedom of speech and of the press are guaranteed, but may be limited in the interests of national security, public order, the protection of morals and the protection of the rights of others.
**Article 103.** The Empire undertakes to take measures to ensure freedom of peaceful assembly and association, provided that such assemblies and organizations do not violate the laws and do not threaten public order.
**Article 104.** The right to property is sacred and inalienable. No one may be deprived of his property without a court decision and adequate compensation.
**Article 105.** Subjects have the right to access to education and to receive basic health services, which must be provided by the State.
**Article 106.** The Empire has the duty to maintain social protection for the most vulnerable sections of the population, such as the elderly, the disabled, the unemployed and the poor.
**Article 107.** Every subject has the right to personal privacy, which includes the right to protection from unreasonable interference with private life, private letters, telephone conversations and other forms of communication.
**Article 108.** All personal documents and data relating to subjects must be protected from unlawful access or use. The use of personal data is regulated by relevant laws.
**Article 109.** The right to a fair trial is an inalienable right of every subject. The trial must be open and impartial.
**Article 110.** Subjects have the right to appeal to higher courts if they believe that their rights have been violated in lower instances.
**Article 111.** In the event of a violation of the rights and freedoms of subjects, they have the right to apply to independent authorities for compensation for damages and restoration of violated rights.
**Article 112.** All state authorities are obliged to act in the interests of the people, observing the Constitution and the rights of subjects. The Empire provides mechanisms for monitoring their activities.
**Article 113.** The Empire undertakes to create mechanisms for the protection of the rights of national minorities and to provide them with equal opportunities for development, in particular in the educational and cultural spheres.
**Article 114.** In the event of a state of emergency, restrictions on rights and freedoms may be introduced only within the limits established by this Constitution and must be temporary.
**Article 115.** The Empire guarantees the right to protection for every citizen against discrimination, humiliation or any acts of violence aimed at his personal or collective dignity.
**Article 116.** Subjects have the right to collectively submit applications and complaints to state authorities in order to protect their rights, and state authorities are obliged to consider these complaints within a specified period.
**Article 117.** The Empire undertakes to take measures to ensure the rights of children, to provide them with education, health care and social support within the framework of state programs.
**Article 118.** Subjects have the right to access justice and legal aid, in particular through free legal aid for persons who do not have sufficient financial means to pay for the services of lawyers.
**Article 119.** The Ostroh Empire pursues a peaceful foreign policy, focusing on supporting peace, stability and cooperation with other states, but always protecting its national interests.
**Article 120.** The Empire has the right to conclude international agreements, treaties and alliances that are in the interests of the Empire and contribute to its security and prosperity. All international agreements concerning changes in the territory must be approved by the Imperial Diet.
**Article 121.** The Empire recognizes the right of peoples to self-determination, but does not tolerate any actions that threaten its territorial integrity, independence and sovereignty.
**Article 122.** The Ostroz Empire has the right to defend its territorial integrity and sovereignty by any means necessary, including through armed forces, in the event of aggression by another state.
**Article 123.** The Empire undertakes to maintain peace and stability in the region, actively participate in international organizations such as GUM, and contribute to solving global problems such as poverty, climate change, and human rights violations.
**Article 124.** To ensure theNational Security The Ostroz Empire creates effective security agencies, including the army, police, intelligence and special services, which operate in accordance with the Constitution and laws of the Empire.
**Article 125.** The Empire supports the peaceful resolution of conflicts, while ensuring readiness to protect state interests under any conditions. All armed conflicts must be a last resort and be conducted in accordance with international law.
**Article 126.** The armed forces of the Empire are subordinate to the Emperor and are the main guarantor of national security and territorial integrity of the state. Command of the army is carried out through the Minister of Defense, who is appointed by the Emperor.
**Article 127.** The Empire has the right to create and maintain military alliances with other states to ensure general security, but these alliances must not contradict the interests of national sovereignty.
**Article 128.** The Empire has the right to its own armed forces, which must be sufficient to ensure the protection of the Empire against external threats. Military service is mandatory for citizens, with exceptions specified by law.
**Article 129.** The Ostroh Empire guarantees the inviolability of its borders. No border may be changed without the prior approval of the Imperial Diet and the willful confirmation of the Emperor.
**Article 130.** The Ostroh Empire has the right to use diplomatic, economic and political means to resolve any international disputes and ensure stability in the world.
**Article 131.** The Empire has the right to establish international sanctions and other restrictions in cases of violation of international norms by other states, in particular in cases of human rights violations or aggression.
**Article 132.** The Empire undertakes to work towards the establishment and maintenance of stable relations with all states, promoting peaceful coexistence and development on the planet.
**Article 133.** The Ostroh Empire respects international law, in particular the GUM charter, and undertakes not to interfere in the internal affairs of other states, unless this violates its own interests or security.
**Article 134.** The Empire promotes peace-making initiatives, humanitarian operations and assistance to victims of natural disasters or military conflicts. The Ostroh Empire must ensure its active participation in global initiatives that help resolve issues of international security and development.
**Article 135.** In order to ensure the development and adaptation of the Constitution to the changing conditions of the Ostroz Empire, the Imperial Diet shall have the right to amend and supplement this Constitution.
**Article 136.** In order to amend or supplement the Constitution, a bill must be passed that has received the support of at least two-thirds of the deputies of the Imperial Diet.
**Article 137.** A bill amending or supplementing the Constitution shall be submitted to the Emperor for approval. The Emperor may reject or approve the amendments, but any rejections must be justified and discussed in the Diet.
**Article 138.** If the Emperor rejects a bill amending the Constitution, the Imperial Diet may re-adopt this bill if it receives the support of a majority of the deputies, which is not less than three-quarters of the total number of deputies in the Diet.
**Article 139.** If urgent changes to the Constitution are necessary due to extraordinary circumstances or a crisis in the state, the Emperor has the right to introduce temporary amendments to the Constitution, which must be immediately submitted for approval by the Imperial Diet. These amendments may not concern the fundamental principles of the Constitution, such as the state structure, the sovereignty of the Empire and the fundamental rights of the subjects.
**Article 140.** Amendments and supplements to the Constitution enter into force after their official promulgation by the Emperor and publication in the official gazette of the Empire.
**Article 141.** After the adoption of amendments to the Constitution, state authorities and other institutions must adapt their legislation and practices to the new provisions of the Constitution within three months.
**Article 142.** If a nationwide referendum is necessary to amend the Constitution, the Emperor may call such a referendum if the amendments concern essential aspects of the state system or the rights of the subjects.
**Article 143.** In the case of amendments to the Constitution concerning the fundamental rights and freedoms of the subjects, such amendments must be approved by a majority vote in a nationwide referendum, unless the Imperial Diet or the Emperor decides otherwise.
**Article 144.** No part of this Constitution may be amended or repealed in such a way as to violate the fundamental principles of the state system, sovereignty and rights of the subjects of the Ostroz Empire.
**Article 145.** If a national consensus is necessary, when considering amendments to the Constitution, the Imperial Diet may organize open discussions and consultations with the public, as well as with scientific and legal experts.
**Article 146.** Amendments to the ConstitutionThe Constitution shall not violate the international obligations of the Ostroz Empire concerning human rights and international standards. Any changes shall be in accordance with international law and standards.
**Article 147.** This Constitution shall enter into force upon its official promulgation and acceptance by the Emperor.
**Article 148.** In the event of the need to adapt legislation to the provisions of this Constitution, all laws that do not comply with its requirements shall be revised and amended in accordance with the Constitution within one year of its adoption.
**Article 149.** All state authorities operating at the time of the entry into force of this Constitution shall be obliged to bring their activities into line with its provisions. For this purpose, the Imperial Diet shall have the right to establish special commissions for the reform of legislation and state authorities.
**Article 150.** The Imperial Diet shall have the right to adopt temporary acts necessary to ensure the normal functioning of the state until the provisions of this Constitution have been fully implemented in all spheres of life in the Ostroz Empire.
**Article 151.** All previous acts that contradict the provisions of this Constitution shall lose their force upon its entry into force. In the event of contradictions between previous legislation and the Constitution, the Constitution shall take precedence.
**Article 152.** Within two years after the entry into force of this Constitution, the Imperial Diet shall have the right to review and update national legislation in order to bring it into line with the provisions of the Constitution.
**Article 153.** All state bodies and officials holding office at the time of the entry into force of the Constitution shall take an oath of allegiance to the Constitution before the Emperor, who shall be the guarantor of its observance.
**Article 154.** The Imperial Diet, the Cabinet of Ministers and other state bodies shall ensure that citizens are properly informed of the changes introduced by this Constitution and shall take measures to disseminate it widely among the population.
**Article 155.** All state institutions shall, in accordance with the established procedure, prepare and implement the necessary changes to the organization of their work in accordance with this Constitution.
**Article 156.** The Constitution is the Basic Law, and its amendments may only be made in accordance with the procedure specified in this Constitution. All state bodies and officials are obliged to respect and protect its provisions, and violation of the Constitution shall entail liability in accordance with the law.
**Article 157.** This Constitution is the basis of the state system of the Ostroz Empire, and any other acts that contradict its principles may not be valid. In the event of any doubt as to its interpretation or application, the final decision shall be taken by the Constitutional Court of the Empire.
**Article 158.** In order to ensure the effective functioning of the organs of state power, the Imperial Diet shall have the right to establish special bodies and institutions which shall be responsible for the implementation of the provisions of this Constitution and to develop legislative initiatives which shall contribute to its development.
**Article 159.** If necessary, the Imperial Diet may make changes in the structure of the organs of power in order to ensure the effective administration of the Empire, but these changes shall not violate the fundamental principles of the Constitution.
**Article 160.** The Constitution shall be constantly adapted to the changing realities of society, but without violating its basic principles and the fundamental rights and freedoms of its subjects.
**Article 161.** If, after the adoption of this Constitution, it becomes necessary to introduce temporary or extraordinary measures to ensure state security, the Emperor has the right to introduce such measures, but they must be approved by the Diet and operate only within the limits defined by the Constitution.
**Article 162.** This Constitution is a symbol of the unity and stability of the Ostroz Empire and guarantees that the state system will be aimed at the prosperity and well-being of its subjects.
**Article 163.** Should it be necessary to revise some aspects of the Constitution in the future, the Imperial Diet is obliged to take into account the recommendations of the public and experts, and to promote open discussion and consultation on issues relating to changes in the Basic Law.
**Article 164.** All authorities, officials and citizens of the Ostroz Empire must abide by the Constitution and carry out its provisions. Violation of the Constitution entails liability as defined by law.
**Article 165.** The Constitution of the Ostroz Empire is the main document that determines the legal structure of the state, the rights and freedoms of subjects, as well as the basic principles of relations between authorities and citizens.
**Article 166.** The day of adoption of the Constitution, Easter according to the Orthodox calendar, is a public holiday.
**Article 167.** If the provisions of this Constitution contradict the international obligations of the Ostroz Empire, such contradictions must be eliminated by amending the relevant provisions of the Constitution in the manner prescribed by this Constitution.
**Article 168.** The Imperial Diet has the rightto initiate a referendum on the most important issues concerning changes to the Constitution, the state system or the rights of subjects. The decision of the referendum is mandatory for execution by the authorities.
**Article 169.** All other laws, decrees and regulatory acts that contradict the Constitution are recognized as having lost their force from the moment this Constitution enters into force. The term "nullity" is applied to any legislative act that violates the basic principles of the Constitution.
**Article 170.** This Constitution is the basic legal act of the Ostroz Empire and ensures the stability of the state, the protection of the rights and freedoms of subjects, as well as the development of state institutions. It is the guarantor of the prosperity and unity of the Ostroz Empire.
