Dear Members,
This is a difficult time for some of our members. As we all know, we are under-enrolled by 6,800 students across the district. This varies by school, and the district is in the process of adjusting positions to accommodate this loss in funding. We are incredibly concerned for these students, as about half are estimated to be from immigrant families. We are also concerned for our members who are facing involuntary transfers. I have contacted the School Board to make it clear that if cuts are necessary, the district must reduce administrative positions at the same proportion. This burden cannot rest on the backs of teachers alone.
Many of you saw the recent email from the Deputy Superintendent. Let me be clear: we are prepared to defend our contract and the agreements we have in place. At the last school board meeting, I raised concerns I’ve heard from many teachers about the district’s attempts to pressure educators into giving up individual autonomy. If you receive emails or calendar invites pushing you to give up your individual planning time, forward them to us.
When members reach out and provide evidence of contract violations, we are able to defend our agreement through the grievance process, and we currently have several in the works (and a great settlement below for members who shared evidence of a violation during preplanning). Too many administrators seem intent on ignoring it, but it is a Collective Bargaining AGREEMENT, not a disagreement, and the district must comply.
Our next bargaining session is this Friday, September 12. We have proposed a 5% wage increase. The state only provided funding for 0.67% but that is not enough to meet the needs of educators. We encourage every member to email the school board to share your story. We know you need more than a 0.67% raise. The district needs to agree to our other bargaining proposals on walkthroughs, maintenance (air conditioning), and artificial intelligence since they come at no cost to the district and are clear paths to improving working conditions for our teachers and learning conditions for our students.
Now, for some good news: over the weekend, our CTA Vice President Maira Rivera was elected Secretary/Treasurer of the Florida AFL-CIO. She was also recently elected to serve as Executive Vice President of the Central Florida Labor Council. Please join me in congratulating Maira on this incredible achievement. She is a tireless advocate for workers, committed every day to fighting for a better life for educators and strengthening our union, the vehicle we use to win that fight!
Some of our members may not be as familiar with our AFL-CIO connection. The AFL-CIO is the largest federation of labor unions in the United States, representing nearly 15 million workers through more than 60 national and international unions. Through our affiliation with the American Federation of Teachers (AFT), CTA is proud to be part of this powerful movement. CTA is officially known as Local 7448. Each month, our CLC delegates gather with union sisters and brothers from across Central Florida at the IBEW hall to share challenges, celebrate wins, and find new ways to stand in solidarity. CTA members have often stood on picket lines with other unions, and in turn, those unions have shown up for us at the bargaining table. This is the power of solidarity. You are not only a member of CTA, but also of the AFT, NEA, and the AFL-CIO. Together, we are stronger, and these new leadership roles ensure that Orange County educators have an even louder voice in the labor movement across Florida.

Referendum - CTA is advocating for the one mill to be increased and to be used for salary increases.
Last week we visited 15 schools to assist members with issues and help build membership. We are visiting 25 schools this week.
Members are defending their contract! Several members contacted their CTA Specialist to file a grievance when their administrators required them to attend Professional Development on the Wednesday of Preplanning (a Contract violation). Each member included in this grievance will receive a planning day. Members included are from Boone HS, Colonial HS, Cypress Creek HS, and Freedom HS.
Last week we assisted numerous members with multiple maintenance issues from lack of air conditioning to mold in classrooms.
Frequent contract violations that were addressed last week include: Testing Schedule / Evaluation / Academic Freedom / Student Discipline / Certification / Insurance / Planning Time / Recess / Lesson Plans

WEDNESDAY MEETINGS SCHEDULE: During preplanning, teachers should have received the meetings (including PD) schedule for early release Wednesdays for the first semester. The principal has two early release days per month to use at their discretion, while the rest are protected for uninterrupted teacher planning. "Beginning with the 2020-21 school year, the administrator may use a maximum of two (2) early release days per month. The remaining early release days shall be used for uninterrupted planning time after student contact time. Teachers will be provided a copy of the schedule during preplanning for the first semester and before winter break for the second semester. Before the beginning of the school year, the District will send communication discouraging the scheduling of unnecessary meetings and/or Professional Development scheduled the Wednesday before report cards or progress reports are due." Article XV. Work Year. D. P61. Please reach out to your CTA Specialist if you didn't receive the schedule by Friday, August 8.
INVOLUNTARY TRANSFERS: "When involuntary transfers become necessary, the administrator shall meet with the affected department(s)/program(s) to seek volunteers. Volunteers will be selected, based upon greatest seniority. If there is an insufficient number of volunteers, the selection shall be by seniority. In computing seniority for half-time employees, the salary credit formula shall be used. If two or more employees have the same seniority, the involuntary transfer shall be determined using the following sequence: contract type, degree, selection by lot. " Article IX. Assignments and Transfers. G.7 / P.40 "Seniority - The length of time an employee has served in the District based upon the most recent period of full-time continuous employment, exclusive of long-term leaves of absence without pay and exclusive of time earned by employees prior to their entering the bargaining unit if they have changed positions to do so. Half-time experience shall count as one-half of full-time experience for the purpose of calculating seniority. " Glossary / P. 130

School Board Budget Meeting Tomorrow, September 9: We encourage members to attend wearing red. You can sign up to speak on the budget. As a reminder, the board will not allow specific comments about bargaining items but you CAN speak about your personal situation and you can ask them to prioritize teacher compensation.
DO NOT CONNECT YOUR PERSONAL PHONE TO DISTRICT WIFI: We recommend that no one connects their personal phone to district wifi. The district has a management directive that stipulates they can inspect personal devices that connect to the OCPS network. NO DISTRICT EMPLOYEE has the right to confiscate your personal cell phone during testing. Call us and send any emails or other written evidence showing that this is happening.
SAFE SIGNS: Just a reminder that last year, CTA pushed the district to make these signs permanent and have district personnel be responsible for placing them on the wall. Teachers are responsible for ensuring it remains on the wall. Please email your administrator right away if the sticker falls off or is removed. The Commissioner of Education will be enforcing this rule, including the placement of the sign. While members of our bargaining unit are not responsible for the placement, which is a relief, they are still responsible for ensuring the sign is present. NEWLY ELECTED FLORIDA AFL-CIO SECRETARY/TREASURER: Congratulations to CTA Vice President Maira Rivera on her election as Florida AFL-CIO Secretary/Treasurer! Union workers from across the state gathered this past weekend for the Florida AFL-CIO Biennial Convention, where Maira was chosen for this important role. She is a steadfast unionist who fights forward every day to ensure working people are respected, valued, and empowered through the rights we win by joining together in our union.
Congratulations also to newly elected Florida AFL-CIO President Kimberly Holdridge and to CTA President Clinton McCracken and all others across the state who were elected to serve on the Florida AFL-CIO Executive Board.
FEDERAL JUDGE OVERTURNS HARMFUL BOOK BAN LAWS. WILL OCPS APPEAL?: We want to give a shoutout to FEA partners who have been fighting tirelessly against book banning, PEN America and Florida Freedom to Read just to name a few. Last month, a federal judge overturned a law that would allow books to be removed without their overall literary context being considered. Central Florida Central Labor Council & CTA Family Picnic: Our Labor Day picnic was a big success and even featured in the Orlando Sentinel! Nearly than 300 people joined us to celebrate working people, enjoy a bounce house, yard games, and a delicious lunch from Pig Floyd’s. We were proud to welcome union families from across Central Florida and thrilled to see so many new CTA members and families as well as many of our elected officials.

SCIENCE TEACHERS: The Florida Department of Education has convened a group of science teachers and experts from around the state to review Florida’s K-12 science standards which were last updated in 2008. The standards review workgroup is meeting weekly on Thursdays from 4-6 p.m. EDT now through October 30. If their work is not concluded by then, additional workgroup meetings will be announced.
The science standards review workgroup meetings take place virtually and are open to the public. Public input is allowed at the end of the meeting. Click here to see information on how to attend this workgroup. We encourage you to follow along and watch the process for yourselves.
At last week’s workgroup meeting, there was a good deal of discussion about how many science teachers are fearful to teach certain subjects including anatomy and the human body. The educators in the workgroup expressed that their colleagues are concerned about parents taking instruction out of context and weaponizing that information against their child’s teacher. Even though the next textbook adoption cycle for science textbooks will begin in 2027; now is the time to start paying attention to what changes are being considered as the science standards are updated.
A/C ISSUES: We are here to support you. If the A/C isn’t working in your classroom/hallway/building, please notify us. We escalate every school we hear about and track it to check in with the district to get you relief as quickly as possible. CLARIFICATION REGARDING DISTRICT EMAIL ON AUTONOMY: Our contract guarantees individual teacher autonomy while following the standards and protects your daily uninterrupted planning time—no PLCs/Collaborative Teams, 504s/IEPs, team meetings, or other meetings can be required during this daily time. Collaboration is valuable when it’s voluntary and student-centered, not when it’s used to impose identical pacing or common assessments that are designed for district purposes. The district really should spend more time and energy creating a culture where teachers are respected for their expertise and professionalism, and less time pressuring them into compliance with district desires. As you know, we have proposed contract language in bargaining regarding school climate, and so far, the district has rejected it. They don’t seem to believe this is an issue in OCPS for teachers. We will continue to fight for you every day and push the district to begin respecting you as professionals. We will also continue to defend our contract when it is violated.
FACULTY/STAFF HANDBOOKS: All school faculty/staff handbooks must comply with our contract. The contract is available on our website, and as a PDF, you can “Control F” to search. Have you noticed violations in your school handbook? Send them to us at orangecta@gmail.com. We are filing a class action grievance to address the many violations we have found so far.
SCHOOL START TIMES: The legislature recently updated the statute regarding school start times, and it would require the School Board and district to follow a detailed process if they decide not to change the start times. During the August 19 Work Session, the Board reviewed several factors related to this issue. Some of the items discussed, if pursued, would need to be bargained with us. Stay tuned for more updates.
NEW MEMBER ORIENTATION ZOOMS: We're excited to launch a new monthly Zoom series for our newest members! These sessions will cover everything you need to know to get connected and empowered, including how to navigate our website, where to find your contract, who your AR is, ways we can support you, and ways you can help strengthen your union. Orientations will be held on the fourth Thursday of each month at 5pm except November and December, when they'll be the third Thursday. SCHOOL COMMITTEES: Each Association Representative at schools will coordinate a vote to establish or choose a representative to the following committees: Faculty Advisory Committee (FAC), Placement Review Committee, and Budget Advisory Committee, and a representative for the Bargaining Committee. The members of the FAC are in charge of establishing a process to elect the teacher representative to the School Advisory Committee.
SEPTEMBER AR COUNCIL MEETING 9/8: Each month, Association Representatives attend the AR Council meeting. Some schools have multiple ARs (based on membership), and we ask that at least one AR attend in person so that you can bring items back to your school. However, we also have a virtual option. A 10-minute slideshow is shared at each AR council meeting that ARs should share either through a meeting or group chat with members, so you are informed of all that is happening. These meetings are typically the second Monday of the month.
BARGAINING COMMITTEE REPRESENTATIVE: Every OCPS school/worksite should have a representative on the expanded Bargaining Committee. This member attends bargaining dates when possible, communicates bargaining updates to instructional personnel at their school/worksite, and shares insights from the school/worksite to the committee and Bargaining Team. Make sure your voices are heard!
