Bargaining season is here again. Over the past three years, we’ve made real progress, 16% in raises for highly effective teachers, three weeks of paid maternity leave, all advanced degrees now recognized, three days of paid bereavement leave, winning planning time back, and much more. But we still have a long way to go. Florida ranks 50th in the nation in average teacher pay and the district is already signaling concerns about insurance funding. CTA will be bringing real solutions to the table, but bargaining isn’t won by a handful of people in a room. Bargaining wins are determined by how strongly educators across the district stand together and engage.
We also succeed more in bargaining when people join their union. Every update, every action, every moment of engagement strengthens our collective power, especially in a year when Tallahassee is proposing even fewer dollars for teacher pay. You are part of the bargaining process, and your voice matters.

As you know, the district is currently going through a process to close seven of our beloved schools due to under-enrollment. Factors contributing to this include the potential expansion of Schools of Hope, the enrollment impact of expanded vouchers, and the more than 6,000 OCPS students who did not return this year. CTA urged the district to work with us to establish a clear, transparent plan before any final decisions on potential closures are reached. CTA presented an MOU on December 5 and finally heard back from the district on January 15. See below for a summary of this process and what you can do to help.

SCHOOL CLOSURES: CTA proposed a Memorandum of Understanding (MOU) to ensure protections for educators at schools facing school closure AND other educators who will be impacted at other schools. It would address the timeline for potential non-reappointments and transfers for the 2026-2027 school year.
December 5 - CTA presented an MOU that would ensure OCPS teachers are protected.
January 15 - The district finally responded with a counteroffer.
January 16 - CTA and the District discussed the MOU by phone. CTA shared serious concerns regarding the District's counter offer.
January 20-21 - CTA and the District met to discuss and CTA presented another counter. We believe the district should prioritize our bargaining unit at every step of the reappointment/transfer process. We currently have fundamental differences with the district regarding what they're offering in this process. We will be sending an email by the end of this week with details on where we're at. Know that we are fighting for our educators throughout this difficult situation.

Thank you to every bargaining unit member who submitted a suggestion for the 2026–2027 contract negotiations. Your input helps shape our priorities and ensures our proposals reflect the real needs of educators across the District. The review of member-submitted bargaining suggestions has officially started and the expanded Bargaining Committee will be meeting this month to review the submissions. A bargaining survey will then be shared with all members of the bargaining unit once we’ve gathered input from the committee.
Please note that while the suggestion form remains open year-round, any submissions received after the December 20 deadline will be considered in the next bargaining cycle (2027-2028).

LABOR MANAGEMENT UPDATES:
CTA President Clinton McCracken meets with District representatives monthly for a "Labor Management Committee" to advocate for members, seek clarity on topics and workplace issues. Below are updates on some of the topics discussed during these recent meetings. We continue to discuss other issues as well, and updates will be provided as they become available.
Parental Leave
As you know, we secured three weeks of maternity leave and committed to continuing discussions on a path toward full parental leave. At our most recent Labor Management meeting, CTA began discussions on implementing full parental leave. The conversation will continue at the February meeting, with the expectation that the district will bring data to discuss.
Positive Pathways
CTA raised concerns about a situation at the school and how it was handled. The union expressed concerns about the training administrators receive on how to support employees when situations arise.
Skyward - Discipline Referrals
CTA is following up on concerns about discipline referrals and that not all personnel involved in the process are trained. CTA will send additional details to the district to get more information. Members of the bargaining unit having issues with the referrals may email us at orangecta@gmail.com.
Progress Report
The parties agreed to draft a Memorandum of Agreement to provide a clear interpretation of the contract language. Communication will be sent to administrators with expectations regarding Progress Reports due dates and meetings.
Construction / Renovations
CTA requested an updated list of schools under renovation/construction, or those that will be going into renovation/construction. The union also discussed the issue with playgrounds in elementary schools.
CFE Survey
The district is planning to send another survey to gather more responses.
Orange Center ES
CTA requested an update on the status of Orange Center ES. The Union saw comments from the principal in a news article indicating there is more information than has been communicated so far.
12.03.2025 - News 6 - “NSI will be the entity that runs the school. That will be the governance. Working through Lift Orlando and the board NSI creates, they will work with OCPS. A partnership like this means it will be the OCPS building, and I’ll have access to OCPS resources and assets,” Albert explained.

2025 - 2026 CONTRACT: The CTA 2025–2026 Contract is now available HERE. Although the overall agreement runs from 2024–2027, we negotiate wages, insurance, and select articles each year. This contract is a formal agreement between the district and the union, and every school and administrator is obligated to honor it. When violations happen, CTA is ready to stand with our members and enforce the contract to protect your rights. This isn’t a set of suggestions, it’s a binding, enforceable document that exists because CTA exists and because members fought for these rights over the years in the bargaining process.
UNINTERRUPTED PLANNING TIME: All members of our bargaining unit (classroom and non-classroom) are entitled to an uninterrupted daily planning time unless you waive it to receive a 7th-period supplement. PLC/Common planning, IEPs, or 504 meetings should not occur during your daily uninterrupted planning time. “Elementary teachers shall have an average daily planning time of 60 minutes, at least 45 of which shall be contiguous. Middle and high school teachers shall have a contiguous daily planning time equal to a student academic period or 50 minutes, whichever is less. The parties recognize that in some cases, contiguous planning time may need to be temporarily adjusted due to unanticipated circumstances. Post-secondary teachers shall have an average daily planning time of at least 50 minutes, at least 35 of which shall be contiguous.” - Article XIV. B.3.h / P. 56

CTA MEMBERS ONLY OPTIONAL BENEFITS / PLATFORM CHANGE: Thank you for your patience as we work through our first year transitioning to Omega as the new billing company for benefit premium payments. We know this has added an extra step for some members, and we truly appreciate you hanging in there with us.
Why the Change?
The previous billing company, SNAP, was deducting payments before payday, which caused some members to experience overdraft issues. We worked to resolve this problem, but it ultimately could not be corrected, making the transition to a new billing company necessary.
Why Was an Administrative Fee Added?
Members who were already making premium payments will not be charged the administrative fee. This issue occurred because SNAP was responsible for transferring payment information to OMEGA, and unfortunately, they did not provide a complete record of members who were already paying. As a result, the system did not initially reflect the correct fee status for some members. The issue was resolved.
Important Reminders
Snap Administrators is no longer deducting payments. An automated message indicating future deductions was sent in error and has since been corrected.
Only members who were actively paying benefit premiums are exempt from the Omega administrative fee.
While this transition was unavoidable, we are confident it will lead to a smoother, more reliable payment and benefit management system moving forward.

STUDENT DEBT AND LOAN FORGIVENESS: Public Service Loan Forgiveness is a federal program for people who work full time in the public sector or for certain nonprofit organizations. It can lead to borrowers having their remaining federal student loan balance forgiven after 120 qualifying payments. Almost every AFT member is eligible for this program! 40-HOUR READING/ESE RECERTIFICATION COURSE FOR MEMBERS: FEA PD is excited to announce that we will be holding our first participant version of the 40-hour Reading/ESE Recertification Course starting January 2026. We will be accepting 50 registrations for this course. All others will be put on a waitlist. This 40-hour Reading/ESE course was created to fulfill the Florida statute requirement for renewal or reinstatement of a professional certificate under rule 6A-4.0051. Participants must hold a professional certificate to enroll in this course.

GRIEVANCES: We’re actively pursuing multiple contract violations around the district. Over the past 50 years, educators have fought hard to win a contract that protects our rights, and it’s our responsibility to defend it whenever those rights are ignored or violated. Members have stepped up to stand together. If you believe your contract is being violated, call us right away so we can answer your questions and discuss how to pursue a resolution.
An FEA member priority relating to salaries will be heard on Tuesday, January 20. SB 1216 addresses many of the laws that have led to salary compression where experienced educators make the same or very similar salary to new teachers. Check out FEAweb.org/session for updates! We must stand united and that starts with being informed. We encourage members to attend Power Hour and sign up for Frontline.
Multi-Year Contracts Head to the Senate Floor
Members of the Fiscal Policy Committee evaluated SB 320, introduced by Senator Corey Simon. This bill includes several provisions, such as multi-year contracts, ten-year teaching certificates, and more flexible salary supplements. During the discussion, Senator Simon emphasized that the bill removes unnecessary requirements, allowing districts to concentrate more on classrooms and staffing. He noted that over the years, Florida's Education Code has expanded significantly, highlighting the need to review public schools and "pull back some of the layers that we've placed on districts for so long." Following a brief debate, the bill passed unanimously and will proceed to the Senate floor for further consideration.
Vouchers: An Incomplete Conversation
On the Senate floor, members proposed amendments, raised questions, and voted on SB 318, introduced by Senator Don Gaetz. For the second consecutive year, Senator Gaetz aims to amend the State's Voucher Program. This year's bill is more comprehensive than last year's, following a critical report from the Auditor General regarding the Voucher Program. Among other provisions, the bill establishes a stabilization fund for both public and voucher schools, creates a categorical program for the voucher system, requires monthly verification of student enrollment, and mandates that every student be assigned a Florida Student ID number. The bill was passed unanimously off the Senate floor. SB 318 does not go far enough for students and communities- it doesn't address the fundamental issues related to vouchers defunding public education and the lack of academic accountability for voucher schools and still upholds inequity in funding.
Voucher accountability measures have not made it to the house. Help us demand that members of the House stand for accountability and create real and sustainable measures that help strengthen, not abandon, our public schools.

CTA HOSTS COMMUNITY ROUNDTABLE BRUNCH: CTA hosted a roundtable discussion this past Saturday focused on public education and the impact of recent legislation on our schools, including teacher pay and the underfunding of public education, Schools of Hope, vouchers and under-enrolled schools, and more. The conversation was thoughtful and brought forward many valuable insights, but the most important outcome was the time spent identifying actions each of us can take to move these issues forward.
