Non-voter? Build their sense of efficacy

Non-voters are really undecided voters... they're just undecided about whether or not to vote. Check the resources for undecided voters first. 

In addition to the ideas listed there, also try helping them build a sense of being able to make a difference using techniques other than voting. Non-voters often correctly perceive that voting isn't enough to solve their problems. But the solution is to do other things as well, not decide not to vote.

It's tempting to assume that people aren't voting because they're not alarmed enough. Sometimes this is true, but disengagement from politics can also be a flight or collapse response to threats that seem either too big or too distasteful to face.

In either case, the idea is to get someone who is disengaged back into their social brain and starting to take small actions that are within their circle of influence. As their sense of being able to make an impact in the world grows, persuading them to vote becomes an easier lift. Feeling a sense of efficacy can also help them engage with the genuine dangers of a Trump second term without shutting down.
