The One Block at a Time project in Erie, Pennsylvania built off the previous work and success of Pennsylvania Sea Grant and its leadership with the Community Resilience Action Network of Erie (CRANE). CRANE is an alliance of Erie-based organizations and agencies with a shared vision of developing a climate-smart community through education, equitable community engagement, and the implementation of resilience projects. Through the development of an in-depth Erie County background assessment identified populations vulnerable to climate impacts and socio-economic factors, and the community groups that work within these populations. Informal needs assessments were conducted with community groups using coffee chats, happy hours, and one-on-one interviews to build trusted connections and relationships within these neighborhoods. A community listening session provided a platform to build a coalition of resilience partners and identify risks, hazards, needs, and possible locations for implementation projects. This work has helped position Erie County for green stormwater implementation projects that are beneficial to the communities and populations most impacted by climate change.
