In order to effectively and efficiently implement its health programs, plans, policies, and activities at the school level in collaboration with diverse stakeholders, DepEd announces Oplan Kalusugan sa Department of Education (OK sa DepEd).
The main focus of OK sa DepEd is on the health and nutrition initiatives of the Department of Education, specifically the School-Based Feeding Program (SBFP), Adolescent Reproductive Health Education (ARH), National Drug Education Program (NDEP), Water, Sanitation, and Hygiene (WASH) in Schools (WinS), Medical, Dental, and Nursing Services, and School Mental Health Program. These five main programs will continue to be supported by additional health and nutrition initiatives.
The Schools Division Offices (SDO) shall: Create a Division TWG for OK sa DepEd;
Prepare a Division Implementation Plan for OK sa DepEd;
Provide technical assistance to schools on the conduct of training and orientation, funding sources, and link up with partners, among others;
Conduct training and capacity development for implementers, partners, and other stakeholders;
Undertake program advocacy with partners and other stakeholders;
Do mapping of available partners as reference for school implementers;
Conduct monitoring and evaluation (M&E) and research; and
Consolidate and submit required reports.
Schools shall:
Create a School TWG for OK sa DepEd;
Prepare a School Action Plan for OK sa DepEd;
Identify and prepare the needed resources and facilities in the conduct of the program;
Network with and engage available and interested partners within their locality who shall participate in the program;
Ensure effective implementation of the OK sa DepEd and program activities in the school setting;
Source out funds, manpower, and other resources;
Coordinate with ROs and SDOs SHN Unit for the provision of health services
Ensure privacy of health data of learners at all times;
Mobilize the teachers, parents, community members, partners and other stakeholders to support the program;
Monitor program implementation to provide insights in the development of action plan and budgeting;
Prepare and submit required reports.
Engagement with partners, especially business entities, shall be governed by the provisions of DepEd Order No. 39, s. 2009, which, among others, prohibits institutional endorsements of products and services. Guidelines are provided by DepEd Order No. 13, s. 2017, especially when engaging with companies that manufacture carbonated beverages shall also be observed.
All DepEd personnel shall also strictly observe the prohibition on accepting donations or sponsorships from or having any financial or material involvement with the tobacco industry, which includes non-government organizations that receive funding from tobacco companies, in advancing this program, as stipulated in DepEd Order No. 48, s. 2016. To ensure compliance with DO 48, s. 2016, the CO, ROs, SDOs, and schools shall include a provision in all Memoranda of Agreement (MOA) entered into with donors and partners stating full commitment of all parties concerned to tobacco control implementation and stipulating that said donor or partner does not represent the interests of or receive funding from the tobacco industry. The template for the said provision is annexed to DO 48, s. 2016. Partnership with milk companies is also prohibited, in compliance with Executive Order No. 51, s. 1986, otherwise known as the Philippine Milk Code of 1986.
The Schools Division of Davao del Sur - Health and Nutrition Unit is composed of (1) Medical Officer III, (1) Dentist II, (26) Nurse II, (1) Dental Aide, and (1) Administrative Support II and 2 Technical Support I. Each member is responsible in implementing and monitoring the different health programs in all elementary and secondary schools in the division.
