Northwest Samar State University (NwSSU), established in 1959 as Tiburcio Tancinco Memorial Vocational School and elevated to university status by Republic Act No. 9719 in October 2009 (which also integrated the Samar State College of Agriculture and Forestry in San Jorge), is a public state university in Calbayog City, Samar, with an extension campus in San Jorge. Under the leadership of President Dr. Benjamin L. Pecayo, NwSSU upholds its motto of Resilience, Integrity, Service, Excellence and offers a broad range of academic programs—spanning trade, fishery, agriculture, science, education, commerce, engineering, forestry, nautical courses, and more—alongside graduate and short technical courses.
It is recognized by CHED for 16 ISO‐compliant programs and holds accreditation for most of its 43 offerings; it was also awarded among Asia’s Outstanding Academic Institutions by CMO Asia in Singapore. With state‐of‐the‐art facilities, roughly 8,000+ students enrolled in the 2023–24 academic year and over 500 staff members, NwSSU plays a vital role in regional education—driven by a mission to produce globally competitive, innovative graduates and engage in research, extension, and community development .
Northwest Samar State University’s Institutional Supreme Student Council – Main Campus (ISSC‑Main) is the premier student governing body representing the interests and welfare of Norwesians across all colleges at the Calbayog campus. Rooted in democratic leadership and servant-style governance, the ISSC‑Main organizes major university-wide initiatives such as the annual intramurals (e.g., the September 2023 University-Wide Intramural Meet with cheer dance, mascot, esports, booth contests) strategic planning sessions and collaborative extension projects. Acting as the pivotal communication channel between students and administration, ISSC‑Main ensures organized representation of student concerns and upholds a governance framework grounded in participation, unity, and accountability
