The City of Sunnyvale adopted the Village Center Master Plan on July 1, 2025. The plan covers seven Village Centers and is intended to guide future redevelopment, including neighborhood-serving retail, services, food access, and housing.

Fair Oaks Plaza is located at 911 Duane Avenue and is part of Village Center 5.
The Fair Oaks Plaza proposal reviewed by the Planning Commission on April 27, 2026 included 67 residential units and 18,535 square feet of retail, including the retained 2,900 square foot Speedy’s Tacos building and a new 15,635 square foot two-story retail building.

Why this matters: Fair Oaks Plaza has been the most active recent focus of community concern because the proposal is currently moving through the public process and would significantly reshape one of the key retail areas serving the San Miguel neighborhood and surrounding North Sunnyvale residents.
Lakewood is located at 1119 to 1163 Lawrence Expressway, with related parcels at 1037 and 1051 Lakehaven Drive, and is part of Village Center 6.
Lakewood has already been publicly discussed. It had a Planning Commission study session on May 12, 2025, and later returned to the Planning Commission on October 27, 2025.
The earlier version reviewed on May 12, 2025 included demolition of the existing Lakewood Shopping Center and former auto service center, 101 townhome units, and a one-story 10,000 square foot commercial building.

Why this matters: Lakewood has not received the same level of recent public attention as Fair Oaks Plaza, but it is part of the same broader North Sunnyvale issue. The city’s documents show that the existing Lakewood Shopping Center includes a large commercial building with a market, restaurants, and service businesses. Redevelopment would substantially change the amount, location, and format of retail available to the neighborhood.
