If 21CSLA designs professional learning focused on developing P-3 instructional leadership knowledge and capacity in California's TK-12 teacher, site, and district leaders that is informed by current policies and early childhood experts, then it can serve as a complementary resource and partner to other educational agencies that do the primary work of guiding local implementers to realize the equity vision of UPK.
