Staff Recommendations:
In April 2022, a new construction permit was opened for the construction of a two-story, two-family residential building in the Bywater Historic District. This item was not placed on the agenda for ARC review and was subsequently never reviewed. No communication with the applicant took place until October 2022 when it was noticed that work had commenced. Although neither an HDLC CofA nor a building permit had been issued, the exterior shell of the building had been completed.
Work was halted on the site, and the building proceeded through the ARC review process at the October meeting. At that meeting, the ARC noted several revisions and recommendations for the building (see below). The ARC's motion included the approval of retention of the current building with the required revisions. The applicant has since submitted revised plans incorporating the ARC recommendations.
Although the building was constructed without permits and the proper review processes, the applicant is back on track and proceeding accordingly. Staff recommends approval of the retention with the ARC's recommendations to be incorporated during construction.
Add “C” windows closer to the front of the building. Four (4) windows, two on each side elevation.
Add “C” window at recessed right-side elevation as per the proposed drawings.
Remove “pork chop” eave condition to create a non-boxed-in appearance.
Detailing and trim at front gallery cornice and gable to be as per the proposed drawings.
A square post balustrade to be installed at the front gallery rather than the proposed iron.
Capitals and bases of front gallery columns to be detailed as per the proposed drawings. Add trim to match.
Windows at front façade gallery to be full height and match the header height of the doors.
Parking strips to be used for driveway rather than the proposed parking pad.
