Staff Recommendations:
A CofA and building permit were issued for the renovation and camelback addition in October 2023. However, final inspections had not been requested for either the HDLC CofA or the building permit, as such those permits have remained open. HDLC received a public 311 complaint about unapproved work on the site on April 8, 2026. An inspection on April 9, 2026 revealed that inappropriate work had occured at the property and an HDLC violation, as well as a Zoning violation case were opened.
The owner is requesting retention of the HDLC violation items found on the April 9 inspection; the unpainted/stained front porch columns and the uplighting installed directly below the columns.
The Guidelines are clear on paint requirements and states that stains should be limited to exterior front doors, where appropriate for the style; all other exterior woodwork must be painted with an opaque paint. This is required not only to replicate the historic look of the building but for weather/exposure protection as well. As such, Staff recommends denial of the retention of the stained columns.
The HDLC does not approve uplighting directed at the facade of any buildings, as it alters the perception of architectural features and contributes to light spill into the sky. Further, the light fixtures installed at this building are large and intrusive. If ambient light on the front porch is needed, staff would recommend installing recessed can lights behind the existing decorative soffit vents. As the Guidelines do not approve uplighting and there are alternatives, Staff recommends denial of retention.

04/12/26: Zoning opened a violation case 26-03315-ZONG.
04/10/26: HDLC opened a violation case 26-03241-VIONO for work without permits.
04/08/26: HDLC received a 311 public complaint about work without permits at the property.
09/21/23: A CofA was issued for the renovation and camelback addition at the property. The building permit was subsequently issued on 10/04/23. Neither permit has received a final inspection.
