Description: Demolition through raising the basement and modifying façade at a Contributing rated, two-story, residential building.
Staff Recommendations:
FEMA survey estimates the construction of 80 Audubon Blvd to have been completed from 1915-1925 but does not appear on Sanborn Fire Insurance maps until 1951. The raised basement building retains it's massing and architectural detailing. The application was reviewed in December 2024 by HDLC Staff. The proposal was to bring the building in it's entirety to Base Flood Elevation. The applicant submitted video documentation that the raised basement was in fact legally habited square footage; because of this reason a sub permit was not required.
The current proposal seeks to demolish the entirety of the front basement level wall (first floor wall covered by the berm). The proposal also seeks to remove the historic wood windows and doors at the now main level. The current demolition percentage is 40% of the primary façade. The demolition definition was amended in 2021 to discourage interventions such as this application. For the aforementioned reasons, Staff recommends denial of the alterations to the facade.
