05/16/23: The ARC voted to recommend conceptual approval with the details to be worked out at the Staff level. Although the HDLC encourages façade restoration, and while there is value in the restoration of this house to match its sister, this case spurred an interesting philosophical debate. The ARC requested that you speak with your client about the validity and value of the existing architectural design, so that this information can be factored into their decision. The existing 1920s façade alteration is considered contributing to the district (within the period of significance for the St. Charles district), and its materials are historic. The design is also an interesting nexus between art nouveau and art deco, formulated and constructed with architectural intent.
