About NMPCA

A passionate community leader who advocates for the residents of the North Michigan Park community, Carmen has served in various positions on the board of the community civic association since moving to the North Michigan Park community in 1983. She has volunteered with various community leaders dating back from the Honorable Mayor, Marion Barry to the current Mayor, Muriel Bowser. Carmen has also supported and worked on the campaigns for Councilmember Harry Thomas, Sr., various ANC 5A Commissioners, Joseph Bowser, Angel Alston and Gordon Fletcher. She currently serving on the Ward 5 Leadership Committee with other great community leaders. Carmen is a retired Commercial Bank Executive with a second career as the Compliance Officer Risk Operations Manager at a local Credit Union. 

With a proven track record of program leadership, strategic planning, and stakeholder engagement, Shameek Robinson is a driving force in advancing educational access, equity, and excellence. His multifaceted expertise and unwavering commitment to student success make him an invaluable asset to any organization striving to make a difference in the field of education. Shameek received his M.S.Ed from the John Hopkins University and his B.A. in Biology from Rutgers University. 

Shameek is the Founder and Chief Education Officer of S.T.R.I.V.E. LLC (Success Through Radically Informed Values & Education), an education consulting firm dedicated to helping schools, districts, nonprofits, and postsecondary institutions design equity-centered strategies that translate values into measurable impact. His consulting work through S.T.R.I.V.E. is distinct from, and complementary to, his public-sector leadership. 

Shameek believes that by honoring the rich history of North Michigan Park while embracing modern tools for engagement, we can build a stronger future together. Whether we connect at our monthly meetings or through our new digital platform, he looks forward to working with fellow residents to keep our neighborhood a wonderful place to call home.

Anthony J. Hood has served on the District of Columbia Zoning Commission since the late 1990's. He first served as Chairman of the Zoning Commission in the early 2000's and has served as Chairman since 2007. He has served as the Chief of the Printing and Mail Management Section, Facilities Operations Branch, of the U.S. Environmental Protection Agency in Washington, DC. Today Anthony is the Agency Printing Officer. Anthony is the Former President of the Woodridge Civic Association and the Woodridge Civic Fund. After 20 years of service he was voted Emeritus. Anthony served on the Board of Directors of the Bryant Park Homeowners Association, a Member of the 5th District's Citizens Advisory Council, and a founding and former member of the  Bryant/Channing Streets Orange Hat Patrol. Anthony is both a life-long member and Deacon of the Greater First Baptist Church of Washington, DC and resident of Ward 5. He has a Bachelor of Science in Printing Management from the University of the District of Columbia and was educated in the District's Public Education System.

Aritha Willoughby is a proud Washingtonian and deeply rooted member of the North Michigan Park community, where she has resided for over 25 years. A devoted wife and mother, Aritha is known as a “back-door helper”—a committed community member who prefers to work behind the scenes, encouraging others and helping others accomplish their goals. Though she doesn’t seek the spotlight, her steady presence and willingness to support others make her an invaluable asset to the neighborhood.

With a strong belief in the power of education, Aritha has long been an advocate for learning and growth, particularly through her work with the North Michigan Park Civic Association (NMPCA). Originally active in the late 1990s, returning in late 2019 and currently serving as Financial Secretary. Over the years, she has chaired and co-chaired several committees and participated in numerous community service initiatives that promote connection, empowerment, and progress. A proud member of Triumphant Baptist Church, Aritha is grounded in her faith and guided by a deep commitment to service. Aritha brings grace, wisdom, and a servant’s heart to everything she does. 

Nikitta Dixon is a dedicated community advocate, social work professional, and Washingtonian with a passion for service, education, and empowerment. Currently serving as Secretary of the North Michigan Park Civic Association, she brings years of experience in mental health, human services, and community outreach to her role, with a focus on amplifying the voices and addressing the needs of residents in Ward 5 and DC residents all over.

A senior at the University of the District of Columbia, Nikitta is completing a Bachelor of Social Work degree, with plans to pursue a Master of Social Work at Simmons University. As a BSW intern with the UDC PATHS, she supports low-income families by providing education, employment, and resource navigation services.

A former foster child and proud mother, she is deeply committed to social justice and equitable access to housing and mental health services. She is in the early stages of launching Wanda’s Kids, a future nonprofit that will provide housing and support services to unhoused individuals with mental illness, and expanding to returning citizens, young boys/men, and young people aging out of foster care.

Driven by life experiences, academic success, and professional integrity, Nikitta is especially passionate about uplifting Black families impacted by gentrification, advocating for trauma-informed care, and nurturing the next generation of leaders through education and mentorship. She is a proud member of the Social Work Student Association with UDC and an advocate with the Association of Black Social Workers (ABSW).

In every role she holds, she leads with compassion, collaboration, and a steadfast commitment to building stronger, more inclusive communities across Washington, DC.

A resident of North Michigan Park for the past fifteen years, Susan E. Letherer is a devoted community advocate. After a distinguished 26-year career with the District of Columbia government, she has fully committed her time and energy to serving her neighbors. Her deep love for the community is evident in her long-standing efforts to improve the safety and beautification of the neighborhood.

When she isn't busy working to make North Michigan Park a better place for everyone, you can find her enjoying her favorite pastimes: baking and gardening. You might even spot her on a stroll with her beloved "paw son," as she continues to enjoy each peaceful new season in the community she calls home. 

John Lucio is currently a Senior Director, Government Relations.  

Prior to his current position, John was a professional staff member on the Senate Appropriations Committee, Subcommittee on Defense.  In 2017, John retired as a commissioned officer in the United States Navy, and also served in the United States Air Force.  In the Navy, John’s final assignment was with the Naval Nuclear Propulsion Program (Naval Reactors) as the Director of Government Affairs for Undersea Warfare.  In the Navy and at Naval Reactors, John was involved in the operation and acquisition of nuclear-powered submarines, including defining requirements for nuclear components, and was one of the Navy’s lead contract negotiators with private industry for new fast-attack submarines and the future replacement for the current ballistic missile submarine.  

Prior to his service in the Navy, John worked at various law firms focusing on business formations, mergers/acquisitions and labor/employment issues.  Prior to law school, John consulted political candidates, managed political campaigns, and served as a chief of staff in the Florida House of Representatives. 

John holds a JD from The Dickinson School of Law of The Pennsylvania State University, a MBA from Florida States University, a MPA from The Pennsylvania State University and a MA in National Security Studies from the Naval War College.
