Needed services
(1) There is a whirring sound coming from the front wheels
Quote from Nick's on 12/7/22 for Wheel bearing and hub assembly, front, both sides ($1128.48) [Parts $309.87 each (total $619.74); Labor (3.25 hours = $455)]
On 5/14/19, Firestone replaced the rear hub and bearing (both): Total: $662; Bearing parts: $311; Labor: $302
If you want to replace the front wheel bearing and the hub assembly on both sides, you can expect to pay $400-$650. Replacing the wheel bearing and wheel hub assembly at the same time is more recommended than replacing one at a time. This is because when you pair a worn-out wheel hub, the new wheel bearing tends to wear down. It is also important to note that it is better to replace both front wheel bearings together, even if only one is bad, which is for obvious reasons; if one is bad, the other has uneven wear, or it will also wear and tear soon. Replacing rear wheel bearings is slightly more costly than replacing the front wheel bearing.
Most often, a wheel bearing is not replaced as a pair (both sides of the vehicle). Instead, just the one or ones determined to have gone bad are replaced.

(4) Dashboard lights are malfunctioning: The check engine light and traction control light stays on, the cruise control light flashes, and the parking brake light sometimes comes on.
Nick's recommend on 12/7/22 the replacement of the Variable Valve Timing Solenoid (Total $1049.83; Parts: 2 X $184.92 = 369.84; Labor: $630)

Common signs of a faulty VVT solenoid include the Check Engine Light coming on, dirty engine oil, rough engine idle, and decreased fuel economy.
(5) There is a slow leak of power steering fluid
On 9/29/22, Nick’s Auto Repair put dye in the power steering line to detect where the leak is and said to drive it at least 200 miles. This has been done.

(1) There is a whirring or roaring sound coming from the front wheels. I suspect the problem has to do with the wheel bearing and/or hub assembly.

The above three issues are my priorities. However, there are two more problems that you could look into:

Subaru of Corvallis 1/4/23 diagnostics
Catalytic converter
(1) P0420 Catalyst system efficiency below threshold. Catalytic converter is testing bad and a replacement is needed. Heat shields are broken and rattling. Oxygen sensor may be seized (which would add to cost). Estimate: $4811
(2) P0026 OSV solenoid valve malfunction. The majority of time this comes on because oil is low or dirty. My oil was 1.5 quarts low. If light comes back on with proper level, it will need further diagnosis with valve. No estimate made.
(3) Rear wiper motor is inoperable. Estimate: $445
