ADB’s Concept Paper for the MIDP draws on the objectives of the PDP 2017-2022 in parallel with Philippines’s development of the NIMP 2020-2030 and highlights the need to increase productivity of continuing rice production as well as diversifying from rice production to higher value crops. Consistent with the PDP, the Concept Paper Design and Monitoring Framework as Impact prioritizes productivity as returns to labor in the form of enhanced economic opportunities and incomes for farmers (MIDP Inception Report, 2021)
Target implementation is 2022-2028, with proposed Phase II on 2024.
