In relation to the review of the FY 2025 Proposed Budget of the National Government, the National Housing Authority is hereby submitting the following documents:

1. Overview of the FY 2025 Budget

1.2 Highlights and Salient Features of major items in the Proposed FY 2024 Budget.

1.3 Profile/Brief Description of the Programs/Activities/Projects (LFPs and FAPs) as of December 31, 2022, and as of June 30, 2023. 

1.4 Philippine Development Plan (PDP) 2023 to 2028 list of Programs/Activities/Projects.

2. Comparative Financial Statements (Balance Sheet, Income Statement, Statement of Cash Flow, and Statement of Changes in Equity).

2.1 Approved Corporate Operating Budget for FY 2023 (Part I & Part II), FY 2024 (Part I & Part II), and FY 2025.

2.2 Audited Financial Statements for FY 2022 and FY 2023.

2.3 Projected Financial Statements for FY 2024 and FY 2025.

3. The FY 2025 Corporate Budget Proposal (FY 2025 Budget Estimates Part I & Part II).

4. Duly accomplished Budget Preparation Forms as prescribed under Corporate Budget Memorandum (CBM) No. 46 dated 18 January 2024. 

4.1 Details of the Approved Corporate Operating Budget, FY 2024 (Part I & Part II)

5. Highlights of the accomplishments/performance of the corporation for FY 2023 and the 1st semester of 2024 vis-à-vis targets for the same period (LFPs and FAPs). 

6. FY 2023 Annual Report.

7. Complete compensation package of the Board of Directors, officials, and employees with the breakdown of salaries and specific allowances, subsidies and other benefits, per diem, and other personnel benefits.

8. Complete set of the FY 2023 COA Audit Report, including the report on compliance with COA Audit Findings and Recommendations. 

9. Summary of actual personnel complement as of 31 December 2023 and as of 30 June 2024, and the expected manpower complement for FY 2025.

10. Updated Directory of Officials and Personnel holding Key Positions.

11. Submit, if applicable, other important documents, information, and statistical data:

11.1 Annual Dividend Remittances to the National Government for FY 2010- 2023.

11.2 Program/Project Description and budget for Research and Development for FY 2023-2025.

11.3 Time series of the Corporate Operating Budget, including the national government equity contribution and subsidy, and the related actual obligations and disbursements for national government subsidy per year for 1987-2023. A separate report of the actual obligations and disbursements as of 30 June 2024 and 30 September 2024. 

11.4 List/profile of loan assistance programs/financial assistance to target beneficiaries.

11.5 Corporate Governance Scorecard for the years 2013-2023 (1st Semester of 2024), and related matrix of performance. 

11.6 List of Programs/Activities/Projects aligned with the Administration’s 8-Point Socioeconomic Agenda vis-à-vis the budget allocation outlined in the GAA 2023, GAA 2024, and NEP 2025. 

Note: The 8-Point Socioeconomic Agenda are Ensure Food Security, Reduce Transport and Logistics Cost, Reduce Energy Cost, Improve Health, Address Learning Losses, Strengthen Social Protection, Ensure Sound Fiscal Management, and Enhance Bureaucratic Efficiency

11.7 Comparative Annual Revenues, Expenses, Income, Assets, and Liabilities for the years 2013 to 2023 (based on COA Audit Report), vis-à-vis the projections for the years 2024 and 2025. 

11.8 Details/brief description of the housing project and beneficiaries, physical targets and accomplishments , budget, and budget utilization for FY 2011-2024 of funds received from other agencies (e.g., DPWH and DOTr) and from special purpose funds (e.g., NDRRMF, Contingent Fund, and Unprogrammed Appropriations).

11.8.1 Data on the replacement costs and/or entitlements provided to ISFs during relocation projects.

11.9 Inventory of all occupied and unoccupied housing projects.

11.9.1 Details and status of the housing projects for the AFP and PNP.

11.10 Inventory of idle or non-revenue-generating assets 

11.11 Average unit cost of lot/house and lot package/housing units per project of all housing projects of the corporation (GAA-funded, corporate income, trust funds from other agencies, and special-purpose funds).

11.11.1 Data on the average maintenance cost of common areas of resettlement and housing projects.

11.12 Data on the estimated payment terms (e.g., down payment and amortization costs) for resettlement and housing projects.

11.12.1 Number of residents with delinquent or overdue payments.

11.13 Historical annual data for FY 2011-2023 and cumulative data as of 30 June 2024 of the following:

11.13.1 Number of lots/house and lot packages/housing units constructed/provided;

11.13.2 Percentage of lots/house and lot packages/housing units completed within time agreed upon with beneficiaries;

11.13.3 Percentage of houses built which remained unoccupied; and

11.13.4 Collection efficiency rate, broken down by project.
