Gender and Development or GAD primarily promotes women’s empowerment and ensure that their full participation becomes essential for society. It has been formed by the government to respond to the gender imbalances and inequalities existing in the country. GAD works to eradicate gender biases to fully release the potential of women so they can perform active roles in the development process. Overall, GAD is not only about women and their rights but also about men and women in sharing benefits and responsibilities.
The National Housing Authority-Gender and Development, NHA-GAD has been existent in the Authority since 2002. Since then, various fora, capacity-development activities and assessment and revisiting of policies and programs have been implemented in order to mainstream GAD in NHA. The National Housing Authority (NHA), led by GAD Champion and General Manager Joeben Tai, bagged the 2023 GADtimpala Silver for Outstanding Gender-Responsive Agency, and Exemplary GAD Focal Point System awards yearly commissioned by the Philippine Commission on Women (PCW).
This after the PCW’s GADtimpala Selection Process expressed its recognition of the NHA’s continued efforts in the practice of outstanding performance in gender mainstreaming and effective implementation of gender-responsive programs.
“It is another milestone for the NHA to be acknowledged and appreciated for GAD best practices and gender-responsive programs. Indeed, I am very proud that the Authority commits to promoting gender equality,” GM Tai said in his message delivered by NHA GAD Chairperson Atty. Ma. Magdalena D. Siacon during the awarding ceremony held at the Samsung Hall, SM Aura Premier in Taguig City on August 14, 2023, coinciding with
the 14th-anniversary celebrations of the signing of the Magna Carta of Women.
In more than 20 years, the NHA has spearheaded initiatives in promoting gender equality through its policies in its workplaces and housing programs, thanks to the men and
women behind the Authority’s GAD Focal Point System for their dedication and commitment to undertaking development efforts towards women empowerment.
Further, the GM reiterated that the agency will continue to improve its best GAD practices for the benefit not only of its employees but of the beneficiaries and stakeholders as well.
Through the efforts of NHA-GAD advocates, the NHA reached the Level 3: GAD Application when it comes to the overall GAD Mainstreaming in the Authority, as measured through the Gender Mainstreaming Evaluation Framework, GMEF which was assessed by select members of the GAD Focal Point System GADFPS and administered by Ms. Maria Clara B. Ignacio, GAD Resource Person, last February 14, 2019 at the NHA-Operations Center. In terms of Policy, NHA reached level 4: Commitment Enhancement and Institutionalization, and for the People, Enabling Mechanism and Programs, Activities and Projects, PAPs, the Authority was at Level 3: GAD Application or an overall Level of 3. GAD Application.
For 2018 GAD Accomplishment Report, the NHA was able to attain an Php 8.8 Billion amount in program attribution due to gender-responsive scores in Project Implementation Monitoring and Evaluation (PIMME) for the actual budget disbursement in: 1) Community-Based Initiative Approach (CBIA) Enhance Implementation of Resettlement Program, 2) IP Housing, 3) RAP LGU, and 4) Yolanda Housing.
By 2031, NHA will be the lead agency that champions gender-responsive, well-planned, inclusive and sustainable human settlements.
The National Housing Authority, in partnership with its stakeholders, commits to gender mainstreaming in all housing policies, programs, and services by promoting equal rights and opportunities and ensuring meaningful participation of women and men especially the marginalized groups.

Strengthen capacity of service providers to ensure women and men benefit equitably from urban development investments, particularly those in informal settlements and low-income areas.
