The population issue in Komtar is driven by two main types of migration, it is rural-to-urban internal migration brought on by job and facility availability (Cindy Fan, 2022) and international migration from countries like Indonesia, Bangladesh and Myanmar to fill demand for low-skilled labor in sectors such as construction and food services (IOM UN MIGRATION, 2025). These migrants overwhelmingly settle in Komtar due to its role as a central commercial and administrative hub in Penang (Dr Soon-Tzu, 2016). However, this influx has placed increasing strain on public infrastructure, including waste collection and public toilets, especially during peak hours (Mahmoud, 2017). Overcrowding affects workers, residents and tourists alike.
Informal street vending, unregulated small businesses and low-cost migrant accommodations contribute to sanitation, safety and health concerns in areas like Jalan Gurdwara and Jalan Magazine (Tenaganita, 2024). These conditions have altered the social landscape, causing long-term residents to leave due to deteriorating neighborhood environments (Lim Swok Swan et al., 2017). This clearly demonstrates the need for a sustainable and inclusive population management strategy. To address the demands of future growth, Penang is actively working to improve infrastructure and connectivity. The ambitious Mutiara LRT project which began construction in January 2025 and is projected to be operational by 2031 will link Komtar with the suburbs and mainland, reducing traffic congetion and spreading economic activity more evenly. Complementing it is a targeted investment of RM13 billion in transport infrastructure and RM1.5 billion for airport expansion, under Penang2030’s vision for resilient urban growth (PLANMalaysia Pulau Pinang , 2025).
Looking ahead, these infrastructure projects and economic diversification efforts are expected to reshape Komtar by easing pressure on housing, reducing overcrowding and improving public access. The integration of transport and development is projected to lower congestion, distribute opportunities more evenly and improve livability for both migrants and residents. Plans also align with UN-Habitat goals and the Penang Nature-Based Climate Adaptation programme, which enhance urban resilience through sustainable planning (United Nations, 2018). Moving forward, it is essential to enforce the Town and Country Planning Act1976 to regulate zoning and manage population density, ensuring commercial development does not override community needs (PLANMalaysia Pulau Pinang , 2025). Proper implementation of the Minimum Standards of Housing and Amenities Act 1990 will secure safe, legal housing for foreign workers, reducing overcrowding and improving living standards (Tenaganita, 2024). NGOs such as Caritas Malaysia and UNHCR provide necessary for migrants, including legal support, training and social services, fostering healthier integration (UNCHR, 2024).
In future projections, Penang is expected to sustain economic growth of around 5.4 percent anually through 2025, supported by diversification into tech, tourism, and sustainable urban systems. These positive indicators suggest Komtar could evolve into a more balanced urban centre combining efficient transport, healthier migrant communities, and preserved heritage so long as planning remains inclusive and population shifts are managed responsibly. In conclusion, the issues of migration and population at Komtar require proactive and integrated responses. Through law-based planning, improved infrastructure, safe housing and active NGO participation, Penang can guide future growth while protecting community welfare. By anticipating demographic changes and building inclusive systems, Komtar can tranfor into a more livable and sustainable urban area in the years ahead.
