I have received your postcard of the 10th of May and your letter of the 20th of May. Thank you!
Regarding your article for the commencement of the Academic Journal, I must make the following notes:
The name “Weltspracheakademie” appeared for the first time not in 1902, but already in 1887, in No. 78 of Schleyer’s Vpabled (Volapükabled), in which he proposed the creation of an academy; his article is written in two languages, in German (“Weltspracheakademie”) and in Volapük (“Kadem volapüka”); — and this academy was founded later at the Munich congress in August 1887. The remaning years are correct.
Idiom Neutral was adopted in the articles of “K. de Mal” (pseudonym), called “Letters from Russia,” published in four issues of the Antwerp newspaper Le Nouveau Précurseur dated January 17/18, February 4, February 14/15, and March 21/22, 1903 (see Mr. Holmes’ circular No. 71). This series of letters was interrupted, and publication ceased due to the illness and death of Mr. Diereks in Antwerp, the co-editor of the mentioned newspaper.
I fully approve of the topics of study, but I do not understand from which source you have 200 francs for the competition. — Regarding the text for the competition, I must note that I do not fully understand the meaning of the phrase “pour association au journal”; since I am unable to translate this phrase into German and Russian, I am unable to participate in the competition. — It seems to me that the problem should be precise. For example, I would write in Idiom Neutral: “Mi mit kontribuad de 10 franki kuale membr korespondent de Akademi I. de L.U.” if it is determined that corresponding members pay 10 francs per year. This cost should be fixed beforehand. Do you want corresponding members to pay exactly the same amount as full members, i.e., 10 francs? Or do you also want a third group, i.e., subscribers, who are not members, i.e., who do not participate in written work, but who only want to read our journal? Should such persons also pay 10 francs? Will this sum not be too high?
You are seeking collaborators for the journal. I think that collaborators of Miller’s Kor. Int. will be collaborators of our journal as well.
You wrote in your card of the 10th of May that you intend to have Academy members participate in any potential deficit of the journal’s publication. I cannot approve of this. Personally, I will not participate in a deficit, and I doubt that the Academy’s directorship has the right to demand such participation.
Regarding the increase in the number of members, I fully agree and propose Mr. J. Meysmans, director of the National Institute of Stenography in Brussels, 27 Place St. Gudule, as a new member. I hope he will accept the possible selection, and I recommend you to request his curriculum vitae.

A small obstacle to the selection of Mr. Meysmans is that, according to §28 of the Regulativi (= §4 of the statutes), Belgium can only have one academician, while it already has two academicians (Mr. Monseur was selected according to §6 of the statutes, as a very meritous person). Perhaps Mr. Meysmans can also be considered a person of great merit.
I will gladly distribute the first issue of the journal (or its prospectus) to interested parties in Russia and also in Germany.
I will gladly send an article for the first issue of the journal, namely an article with a new combination for the pronunciation of capricious consonants (a very difficult subject) in the form of a table with examples.
On Monday, May 18/31, I will set off to Switzerland for three months. My address will be: Sanatorium Friedenfels (Rammelmeyer) near Sarnen (Switzerland). — Will you be in Switzerland during the summer? I would be very happy to meet with you.

1 “K. de Mal” appears to be a play on the Volapük word kademal (academician).
2 Korespondent is not in the Idiom Neutral (1902) dictionary; if formed in the normal way, it would be korespondant. In Reform-Neutral, we have the form correspondent.
3 The form abonent (“subscriber”) is not attested in the Idiom Neutral (1902) dictionary, where it rather appears as abonant. In Reform-Neutral (1912), it comes to be written abonnent.
4 The word prospekt is not in the Idiom Neutral (1902) dictionary, but does appear as prospectus in the Reform-Neutral (1912) dictionary, where it is given the meaning “prospectus”. In this case, we might assume it to be a booklet or pamphlet perhaps outlining the contents or giving a summary of the first issue of the journal.
5 Again, Reform-Neutral (or at least the Reform-Neutral of 1910) adopts this with the -ent ending. In Idiom Neutral, this would be interesanti.
6 Kaprisios is the form which will eventually be used in Reform-Neutral (capricios), but in the Idiom Neutral (1902) dictionary, it is given as kaprisos.
