Rosenberger states that this letter is written in “Reform Neutral”. However, it is different from the Reform-Neutral of 1912 in several ways: there appear to be at least two types of infinitive (one in -er and one in -ar), an imperfect which ends -ev instead of -av; pluralisation of -a words in -e, e.g. lingua (sg), lingue (pl), instead of regularly derived -i plurals, e.g. lingue (sg), lingui (pl) in Reform-Neutral.

I have received your letter dated 31 October, your postcard dated 9 November and circular No. 98 dated 1 November, for which I am very grateful. But I have not received No. 2 of Discussiones; nor the issue sent simultaneously with the letter dated 31 October, nor the 150 copies, sent by railway package by the printer's office.
The non-receival of Discussiones No. 2 was a great shame: last Tuesday in the German society St. Petersburger Polytechnische Verein (with about 200 members), I gave a lecture about the “construction of artificial languages”A with good success: about 60 people were present. — My lecture was expounded with a showing of many books, leaflets and journals and I ventured to finish my lecture with a technical paper in Reform-Neutral (in which I am writing at the moment) about a “new system of railways” (with a rail and with a gyroscope keeping carriages in a vertical position). I was understood by everyone present (Germans) and the applause was great, enthusiastic. The Polytechnical Society of St. Petersburg has decided to become a corresponding member of our Academy.
Furthermore, Mr. E. Illing, the assistant of the main engineers of the telephonic station, became a corresponding member and paid me 10 franks. I request you send them Discussiones. — After my lecture, Mr. R de Muyser spoke at length about this topic, approving my lecture and proposing to the society [that it] become an initiator for the foundation of an official, governmental and international institute of the Universal Language. This business will be handled in the following meeting of the society. — You should not abandon the Academy. It would be a great pity at the moment in which you are begining your activity. I will also write to MK, — but he has become an Idist! — If Plum abandons the Academy, we must elect Jens Bayer, the husband of E.B. — My best wishes on the occasion of the Napoli society! Much in your letters is not comprehensible in the absence of Discussiones.

1 The noun turb is not attested in either the Idiom Neutral (1902) or Reform-Neutral (1912) dictionaries. The Latin word turbō refers to spinning motion and it may be that some type of gyroscope is referred to.
