Does the DPA apply to the COVID-19 pandemic? In other words, does the pandemic constitute a threat to national defense and/or security? Explain why or why not.
Do U.S. companies first and foremost have a responsibility to people living in the U.S., in terms of producing PPE and supplies? Should they be forced to stop exporting such goods to other countries? Explain.

Adhering to government health recommendations, like stay-at-home orders and wearing masks, is influenced by cultural beliefs of the “common good”. Historically, the U.S. culturally believes in individualism; how can we foster ideals of universalism and common good at the individual and national level?
