CONSTITUTION
OF THE
NAUVOO EMERGENCY RESPONSE COMMUNICATIONS RADIO CLUB
Nauvoo, Illinois – March 2024
Article I – TITLE
The Organization shall be known as the Nauvoo Emergency Response Communications Radio Club (or Nauvoo ERC) and shall be identified as such, or by such call sign(s) as may be assigned by the Federal Communications Commission.
Article II – PURPOSE
The primary purpose of the Nauvoo ERC is to provide training, support, and fellowship for amateur and GMRS radio enthusiasts throughout the greater Nauvoo, Illinois area and support the Nauvoo Emergency Communications Network (NEC) by assisting in providing reliable emergency communications to the residents of Nauvoo Illinois and surrounding communities in the event of a disaster that disrupts normal communication services.
Article III – SERVICE AREA
The club's primary service areas are the city of Nauvoo, Illinois and Hancock County, Illinois. Neighboring cities and counties in Illinois and Iowa may also be included as long as there is no conflict with neighboring radio clubs.
Article IV – OFFICERS
Cub officers will be responsible for club leadership, planning training, operation and administration, maintenance of the club repeaters, and disbursements of funds. Club officers and trustees must be at least 21 years of age and hold a current license for Amateur or GMRS Radio.
Section 1 – Officer Positions
Club officer positions shall be President, Vice President, and Secretary/Treasurer. These officers constitute the Executive Committee of the club and will appoint a License Trustee if an Amateur or GMRS Station License is granted by the FCC.
Section 2 – Terms of Office
Club officer's term of office will be three years, as long as they continue to serve the best interests of the club. Elections are held at the annual club meeting in March (Article VII). The results are determined by the majority vote of the club membership physically present at that meeting. Temporary replacements for club officers who leave before their term ends can be nominated by any club member. Club members will have 2 weeks to submit their votes for the nominated replacements via email.
Article V – MEMBERSHIP
Section 1 – General Membership
Membership is open to anyone living within the boundaries of the club service area (Article III). There is an annual dues of $5.00. Dues are waved for partial year memberships. There are no attendance, or license requirements for membership. Membership application forms are available from any of the club officers. New membership applications must be unanimously approved by the club officers.
Section 2 – Cancellation of Membership
Club officers can cancel the membership of any member, as they see fit with or without cause by notifying the member in writing. A member can cancel their membership and be removed from the club roster at any time by submitting a request to the club officers.
Article VI – FINANCIALS
Club funds will be maintained in a bank account and used when needed for the repair, maintenance and upgrading of club equipment (repeaters and associated hardware) as needed. Contributions for this purpose will also be accepted, which will be deposited in the club account with dues and held for use as appropriate.
Article VII – MEETINGS
The club will hold an annual meeting of all members in March of each year to elect officers as needed, discuss club business, plan and/or participate in training, etc. The annual meeting's date, time and location will be announced in February via email and may be held in person or virtually.
Article VIII – DISSOLUTION OF THE CLUB
Section 1 - Termination of Operations
If the club officers decide that the club should be dissolved, the motion for dissolution must receive more than a two-thirds vote of the full membership to pass.
Section 2 - Disposition of Assets
The club officers shall handle the disbursement of all assets. Any equipment which was donated to the club shall be offered first to those who donated it. All remaining equipment will be sold and the net proceeds donated to a local non-profit organization. All remaining cash will be donated to a local non-profit organization.
Article IX - AMENDMENTS
This constitution may be amended by a two-thirds vote of the total membership. Proposals for amendments shall be distributed via email. Members must reply to that email with their votes within 2 weeks.
Article X – APPROVALS AND ACCEPTANCE
This constitution is hereby approved and accepted by the founding members of the Nauvoo ERC.
