Regulation for NATPRO Journal Editing and Publication
Chapter 1: General Provisions
Article 1 (Purpose)
The purpose of these regulations is to establish the methods, procedures, and standards for the operation of the editorial board, including the review of papers, in accordance with Article 1 of Chapter 4 of the ASNP Constitution.
Chapter 2: Editorial Board Composition and Meetings
Article 2 (Composition)
The editorial board consists of approximately 10 appointed editors who are recognized for their outstanding academic achievements and adherence to research ethics. The editor-in-chief serves as the chairperson.
The editor-in-chief is appointed by the ASNP board based on a recommendation by more than half of the editors and serves a term of five years.
The editorial board elects a deputy editor-in-chief.
The appointment of editorial board members follows Chapter 3.
Article 3 (Meetings, Decisions, and Records)
Regular meetings are held once a year, convened by the editor-in-chief.
Special meetings may be held as needed by the editor-in-chief or editors.
Decisions require the attendance of more than half of the editors, with approval from at least half of those present. Editors may delegate their voting rights in specific cases.
All meeting outcomes are recorded and archived.
Editorial board meetings may be conducted online as necessary.
Chapter 3: Editorial Board Members
Article 4 (Qualifications)
Editorial board members must meet at least one of the following qualifications:
Professors or full-time researchers with significant academic achievements.
Corporate researchers with publications in international academic conferences or journals, or distinguished scholarly contributions.
Candidates recommended by the editor-in-chief based on equivalent achievements.
Individuals with qualifications equal to or higher than the above.
Those with a history of academic misconduct or violation of research ethics are excluded.
Editors are appointed through the recommendation of the editor-in-chief and approval by the ASNP board.
Article 5 (Appointment Procedure)
Editors are appointed by the editor-in-chief and confirmed with ASNP board approval.
Article 6 (Term)
The term for an editorial board member is two years, with possible reappointment.
Article 7 (Roles)
Editorial board members perform the following roles:
Review and approve planning proposals related to NATPRO Journal.
Select reviewers for submitted papers.
Provide advisory input on academic projects.
Chapter 4: Submission Procedures
Article 8 (Paper Submission and publication charges)
Researchers with a Ph.D. or equivalent qualification may submit papers within NATPRO Journal’s scope.
Submitted papers must not have been published or submitted elsewhere. If a paper substantially overlaps with another published work, the publication will be cancelled immediately.
Publication fees include a page charge and an APC (Article Processing Charge).
ASNP members: Open access publication is $2000, subscription-based publication is $500 or free.
Subscription-based publications require a copyright split (ASNP and author) with a $500 APC, or no APC with the exclusive copyright to ASNP.
Non-members can only publish via open access track and pay $2500 APC.
Page charge of $50 per page applies to all published papers.
Fees may be waived upon editorial board resolution and ASNP board approval.
Article 9 (Copyright)
Unless a separate copyright agreement is made, all copyrights belong to the journal, while image copyright issues remain the author's responsibility.
Other copyright-related matters follow the signed copyright agreement.
Chapter 5: Paper Review Process
Article 10 (Review Method and Procedure)
Submitted papers are assigned to the relevant editor within 24 hours after checking the plagiarism of the manuscript. If the editor-in-chief submits a paper, the deputy editor-in-chief appoints the editor.
The editor should assign at least two expert reviewers per submission who do not have a conflict of interest.
Reviewers must be specialists in the relevant field.
The editor has independent authority over the review process.
The editor must determine the final publication status—whether to approve, request revisions, or reject a submission—and communicate the final decision to the author through the editorial office.
The author should submit the revised manuscript within two months in the case of the first revision, and within a month in the case of the second revision. If the manuscript requires the third revision, it will be rejected and asked to be resubmitted after significant improvement.
Article 11 (Appeals)
Authors who receive rejection decisions may file appeals, which are reviewed by the editorial board.
Article 12 (Publication Confirmation and Research Misconduct Handling)
Publication certificates are issued upon final approval. Cases of research misconduct are handled in accordance with ASNP’s ethical guidelines.
Chapter 6: Budget
Article 13 (Budget Management)
The editorial board requests annual funding from the ASNP board, executes expenses responsibly, and reports settlements in the next budget request cycle.
Supplementary Provisions
These regulations were established on April 15, 2025, and take effect upon approval by the ASNP board.
