LAND DEVELOPMENT ON HIGHLAND AND STEEP SLOPE AREAS: A COMPARATIVE STUDY BETWEEN MALAYSIA AND HONG KONG ON PROCESS MECHANISM AND LEGISLATION ISSUES

ABSTRACT
Malaysia has an integrated strategic development plans and frameworks, thus, achievement of sustainable development should not be an issue. The development plan provides strategies and approaches in development with legalization provision. The government also equipped with various legislations had undermined full consideration on the quality life, communication and transport system, socio-economic, environment protections, urban forms, people centric, infrastructure well-being whilst promoting economic growth and the creation of sustainable development in creating places to live, work and play. Various agencies involved in the implementation of the strategic plans such as Ministry of Housing and Local Government (MHLG), Ministry of Natural Environment (NRE), Town and Country Planning Department (TCPD), Department of Geology and Mineral (DMG), Department of Environment (DOE), Department of Road and Work (DRW). These agencies and regulation are the tools to deal with property development including those on the highland and hill slopes. Moreover, the development encroachment towards high land and steep slope area has created massive development issues, which occurred from geo-disaster incidents such as landslide and debris fall in Rawang Perdana, Taman Hillview, Taman Harmonis, Bukit Antarabangsa etc. in the state of Selangor. Those incidents causes lost of life and damages to properties. It has affected the property development and economic growth as a whole. In addition, public has stated the issues and concern on safety, land use planning, law and regulation, management, maintenance, accountability, funding and professionalism pertaining to development sustainability on high land and steep slope area.
