ABSTRACT
Research Problem
Housing needs assessment (HNA) is an important basis for the formulation of a comprehensive, relevant, and appropriate housing policies, strategies, and action plans.
A previous research undertaken by the same research team (Noor Sharipah, et. al., 2013) indicates that there were flaws and weaknesses in the assessment of housing needs as practiced in the housing sector studies of the development plans, vis-à-vis the State Structure Plans and District Local Plans. The aim of this research, therefore, is to produce a systematic, comprehensive, and up-to-date HNA Guideline as a reference for town planners, housing policymakers, academicians, researchers, and so forth, within the development planning context of Peninsular Malaysia.
Research Aim and Objectives
This research is aimed at developing a guideline for a comprehensive, systematic, and up-to-date approach/methodology for the assessment of housing needs for development planning purposes in Malaysia. The objectives of the research are to:
Review the current and best practices of some developed countries and the practice in Malaysia in assessing housing needs as the basis for developing an up-to-date housing needs assessment framework for Malaysia.
Identify the content or scopes of study, methodologies, and implementation framework adopted by some developed countries concerned with the planning of housing.
Develop a comprehensive and up-to-date guideline which can be used as a reference to town planners, consultants, researchers, and others involved in the formulation of housing policies, housing sector analysis, and action plans for development planning purposes in Peninsular Malaysia.
