The National Agri-trade and Food Safety Authority (NAFSA) is a statutory authority established under the NAFSA Act, 2026 as a body corporate headquartered at Islamabad, with jurisdiction extending across Pakistan. The Authority has been established by the Federal Govt replacing the Department of plant protection and the Animal quarantine department to unify and strengthen Pakistan’s regulatory oversight on imports, exports and transit trade as well as inter-provincial trade of agri-products (plants based, animal based products and agro-chemicals) to improve compliances with internationalcommitments such as World Trade Organisation’s Sanitary and Phyto Sanitary measures, International Plant Protection Convention, Codex Alimentarius, and World Animal Health Organisation.
NAFSA’s statutory functions also include registration of business operators and formulation plants; issuance and cancellation of registrations, certificates, and licences; supervision and monitoring of business operators for SPS compliance, food safety, and quality standards; implementation of inspection and quarantine controls at points of entry and exit; regulation or restriction of imports and exports that may introduce harmful organisms, invasive species, or diseases; enhancing market access for Pakistani agri products globally, notification or establishment of accredited testing laboratories; and coordination with provincial governments for implementation of SPS measures and food safety standards; to prepare and implement national crisis management plans for SPS-related risks, manage biosecurity measures for zones and compartments for export certification, conduct official veterinary diagnostic testing and certification, represent Pakistan in bilateral, regional, and international forums, undertake international coordination and market access negotiations.
The Authority is structured around three principal wings i.e.Scientific Advisory and Policy Wing (SAPW), Operations Wing (OW) andCorporate Services Wing (CSW) having presence across the country, to run its functions.
