Punishment Tiers:
1. Minor Offenses
Handled with educations, mediation, and other resolutions.

• Examples: Disrespectful language, accidental cultural offense, minor disputes.

• Punishments:

  • Munchkin Mediation Session

  • Warning or Written Apology

2. Moderate Offenses
Require active rehabilitation or public accountability.

• Examples: Ignoring education rights, repeat cultural offenses, minor animal mistreatment.

• Punishments:

  • Cultural Education Seminar

  • Community service

  • Public Apology

3. Severe Offenses
Lead to legal intervention, trials, and heavier consequences.

• Examples: Major disrespect to Teto, corruption, harm to national animals, discimination, blocking education access.

• Punishments

  • Love and Respect Rehabilitation Programs

  • Public Trial 

  • Dismissal (for officials)

  • Fines, Imprisonment
    
    

The Munchkin Court System

Court system Structure:

1. The Council of Halla

• Highest govenerning/reviewing body

• Handles corruption, constitutional matters, and appeals

• Holds final authority over all laws and rights

2. The CHC

• Handles local disputes and other related issues

• Conducts mediation sessions, restorative hearings, and minor rights appeals

• Also known as the Harmony Guild

3. The Cultural Integrity Tribunal

• Handles series cultural violations, including disrespect toward Munchkin traditions, Teto, and Teletubbies.

• Works with the MoCP

• Holds public hearings and mandates education-centered sentences.

4. The RJO

• Ensures trials are fair and that every Munchkin receives a change to be heard.

• Monitors legal proceedings for bias and unfair practices.

• Provides trained Munchkin Lawyers to help citizens

Court Process Flow

1. Report Submitted
   Citizen or agency files a report (via DC)

2. Initial Review
   Appropriate council determines the severity and required action.

3. Mediation or Hearing Scheduled
   For minor cases: Mediation is prioritized.
   For serious cases: A formal hearing with witnesses and statements.

4. Verdicts & Resolution
   Outcome determined based on national law and citizen rights.
   Focus is placed on restoring harmony.

5. Follow-Up & Record Keeping
   Offenders may be monitored or supported post-verdict.
   All outcomes are archived in the Munchkin Justice Archives.
