Military Police Fund for Blind Children

The Military Police Fund for Blind Children is the only charity recognized and

administered by the Canadian Forces.

ALL Canadian children up to and including age 21, who are visually challenged, may

apply for assistance to the

Military Police Fund for Blind Children (mpbfc.ca).

Colonel James Riley Stone, CM, DSO, MC, CD, was the founder of the Military Police Fund for Blind Children (MPFBC) in 1957. Colonel Stone was the Canadian Army Provost Marshal (Military Police), when his daughter Moira was afflicted with cancer of the eye, resulting in sudden blindness and subsequently death. During his daughter's illness, Colonel Stone came into contact with organizations that were struggling to help blind children. He became aware that there were many other blind children less fortunate than his daughter who were unable, through lack of money, to enjoy some of the simpler things in life. Their plight affected him tremendously and he was determined to help them in every way he could. He canvassed members of the Military Police, asking them to voluntarily contribute one or two dollars per year and using their donations, established a Fund to help blind children under the age of 13 years.

As a consequence of Colonel Stone's enthusiasm, the Military Police Fund for Blind Children was established. Issued with a Letter of Patent on October 18, 1976 and a Trust Agreement on October 27, 1977, the Military Police Fund for Blind Children was established as a Charitable Corporation (number 350345) in accordance with Part II of the Canada Corporations Act. This Act, which is administered by the Corporations Directorate of Industry Canada, provides instruction on the establishment and operation of Not-for-profit Corporations as well as the framework for by-laws, which the MPFBC must adhere.

One of the very notable aspects of the Blind Fund is that it is run and managed by Military Police volunteers. It remains unique in Canada, as the only military charity in the country. Members of the Military Police, including other military and civilian community members, become personally involved in fund raising activities for the Blind Fund. They involve themselves with the blind children, visit them in their schools, and invite them to Canadian Forces bases to learn more about the Canadian Military. In every Military Police unit, regardless of size or geographic location, you will find a Blind Fund representative, responsible for the coordination of fund-raising activities and identifying needy children or organizations. The Corporation is run by a board of directors, inclusive of all ranks within the Military Police, which supervise the management of the Blind Fund. In accordance with Letters Patent and as amended by the Board of Directors, the objectives of the Corporation are:

to aid blind children primarily and young blind adults up to the age of twenty-one; and
to support charitable organizations and individuals involved in the education and recreation of blind children and young adults.

The MPFBC is an activity that continues to proudly promote the involvement of military police in the community and volunteers from the Canadian Forces Military Police continue to exercise stewardship in the Funds continued success.

LE FONDS DES ENFANTS AVEUGLES

Le Colonel James Riley Stone, CM, DSO, MC, CD est l’instigateur du Fonds de la Police Militaire pour les Enfants Aveugles (FPMEA) qui a connu de humbles débuts en 1957. Le Colonel Stone était alors le Grand Prévôt (Police militaire) de l’armée de Terre, lorsque sa fille Moira fut diagnostiquée avec un cancer de l’œil, qui résulta à la perte complète de la vue et subséquemment à son décès. Lors de la maladie de sa fille, le Colonel Stone eut des liens avec des organismes qui se dévouèrent corps et âmes pour aider les enfants aveugles. Il réalisa alors qu’il y avait beaucoup d’enfants moins fortunés que sa fille qui ne pouvaient, faute d’argent, profiter de simples bienfaits de la vie. Leur désespoir le toucha profondément et prit engagement de les aider de toutes les façons possibles. Il sollicita les membres de la Police militaire afin de contribuer de $1.00 à $2.00 annuellement et avec ces dons, créa un Fonds destiné à aider les enfants de moins de 13 ans atteint de déficience visuelle.

Conséquence directe à l’enthousiasme du Colonel Stone, le Fonds de la Police Militaire Pour les Enfants Aveugles fut établie sous une lettre Patente datée du 18 octobre 1976 et d’un accord en fiducie du 27 octobre 1977, le Fonds de la Police Militaire Pour les Enfants Aveugles fut incorporé comme un organisme de charité (Numéro 350345) conformément à la partie II de la Loi sur les Corporations canadiennes. Cette loi, administrée par la direction des corporations et industrie Canada, établie les barèmes d’exploitation pour les organismes à buts non lucratifs et l’encadrement des politiques internes auxquels le FPMEA doit adhérer.

Un des aspects particuliers du FPMEA est qu’il est administré et géré entièrement par des bénévoles au sein de la police militaire. Unique au Canada comme étant la seule organisation de charité au sein de la communauté militaire. Le personnel de la Police militaire ainsi que d’autres membres des communautés militaires et civiles s’impliquent activement dans les campagnes de levées de fonds. Ils s’engagent également auprès des enfants atteint de déficience visuelle par des visites dans les écoles et les invitants aux installations des Forces canadiennes afin de les initier aux différents aspects de la vie militaire. Dans toutes les sections de Police militaire, n’importe sa taille et sa location géographique, vous retrouverez un représentant du FPMEA qui est responsable de la coordination des levées de fonds et à l’écoute des besoins des enfants et des organismes. La Corporation est composée d’un comité de directeurs tous policiers militaires, de tout grade et statut, donc le rôle est de superviser et gérer le fonctionnement du FPMEA. Conformément à la lettre Patente et entériné par le comité de direction, les objectifs de la corporation sont :

D’abord assister les enfants et jeunes adultes qui n’ont pas dépassé l’âge de 21 ans atteint de déficience visuelle; et
Supporter les organismes de charité et les personnes impliquées dans l’éducation et le divertissement des ces enfants et jeunes adultes atteint de déficience visuelle.

Le FPMEA est une organisation qui continue à promouvoir avec fierté l’implication des policiers militaires dans la communauté et les bénévoles de la Police militaire canadienne persiste à gérer le FPMEA vers un succès constant.
