These bring you within reasonable time to Herceg Novi, Kotor, Budva.....
These buses you have to flag down to stop them.
There is as well a local bus:

However this seems to only go to Kamenari (ferry terminal) from where you can continue with another bus.
Taxi:
As of now there are no Apps like Uber in Montenegro.
