The progress made so far in the implementation of commitment „Access to information of public interest”, but also the challenges identified in the process, were discussed during the meeting of the Coordinating Committee for Open Government held in extended format with participation of government entities and civil society organizations.
The co-chair of the Committee, the Secretary of State of the Government, Ana Calinici, mentioned that open governance is an essential component for a democratic society, mentioning the importance of cooperation with partners from civil society, as well as other interested parties, in the monitoring process.
Diana Enachi, the other co-chair of the Committee, from civil society, presented the Independent Reporting Mechanism (IRM) role in the OGP and its recommendations made in the Moldova Action Plan review. Among the IRM recommendations for the commitment „Access to public information”, there can be mentioned the proactive publication of data that is most frequent requested and used, as well as the mandatory online training course for current civil servants and as part of the integration process of new civil servants. Another recommendation consists of the development of an unified IT system for recording public information requests with automatic data analysis.
The meeting participants spoke about the importance of cooperation to improve the implementation of envisaged actions. Civil society representatives highlighted the need of digitization of the process of submitting and recording requests for communication of public information.
The Open Government Steering Committee is to hold a series of meetings to present the developments in the implementation of the Open Government Action Plan 2023-2025 to the general public and stakeholders.

On April 16, the meeting of the Coordination Committee on Open Government will be held. The meeting is aiming at recording and discussing the progress made so far in the implementation of the Open Government Action Plan commitment: Preparation and monitoring of the implementation of Law no. 148/2023 on access to public interest information.
To ensure active participation in the process of monitoring and evaluating the implementation of the Action Plan, as well as to identify potential cooperation, all interested parties are invited to actively participate in the meeting: representatives of civil society organizations, development partners and active citizens.

The co-presidents of the Open Government Committee participated at the Conference "Open Data: catalyst for innovation and sustainable development" organized within the International Open Data Day, marked annually on March 5.
The E-Government Agency, member of the Open Government Committee, presented new functionalities of the portal date.gov.md, updated with the support of USAID. Over 1,000 data sets from various sectors such as: health, environment, justice, economy, education, etc. are available on the portal.
Ms. Calinici presented the Government priorities towards advancing open data, how public institutions can contribute to advance open data and current education and training opportunities for public servants towards increasing institutional capacities.
Ms Enachi presented the importance of open data and its vital role in advancing transparency and civic engagement, as well as in increasing the quality of public policies, sand finally securing better public services for the citizens. In addition to this, Ms. Enachi presented the Action Plan on Open Government for 2023-2025, its commitments, objectives and actions to be undertaken calling for active engagement from public authorities of all levels.

Digitize correctional services and adopt evidence and data-based policies. Moldova aims to uphold human rights, optimize resource management, and enhance transparency and accountability, fostering trust in the justice system.
Ensure transparency in assessing the implementation of the United Nations Convention against Corruption (UNCAC). Inspired by the OGP Global Summit, this commitment underscores Moldova’s commitment to transparency through the publication of evaluation reports, encouraging the participation civil society throughout the process.
Strengthen CSOs capacity and participation in monitoring budgets’ planning and execution. Focusing on budget analysis in the context of the EU accession.
Ensure access to open data on public procurement. Especially at the stages of contracting and execution to increase effectiveness of the use of public money.
