The world is facing an “unprecedented water crisis” driven by soaring demand and the accelerating climate crisis, according to a new report.

A quarter of the world’s population currently faces “extremely high water stress” each year, with an additional 1 billion people expected to be affected by 2050, according the World Resources Institute’s Aqueduct Water Risk Atlas published Wednesday.

Extremely high water stress means countries are using almost all the water they have – at least 80% of their renewable supply, according to the report, which is published every four years.

Una cuarta parte de la población mundial se enfrenta actualmente a un "estrés hídrico extremadamente alto" cada año, y se espera que otros mil millones de personas se vean afectadas para 2050, según el Atlas de Riesgo del Agua de Acueductos del Instituto de Recursos Mundiales publicado el miércoles.

El estrés hídrico extremadamente alto significa que los países están utilizando casi toda el agua que tienen, al menos el 80% de su suministro renovable, según el informe, que se publica cada cuatro años.

Winter

My daddy’s face is a study. Winter moves into it and presides there. His

eyes become a cliff of snow threatening to avalanche; his eyebrows bend like black limbs of leafless trees. His skin takes on the pale, cheerless yellow of winter sun; for a jaw he has the edges of a snowbound field

dotted with stubble; his high forehead is the frozen sweep of the Erie,

hiding currents of gelid thoughts that eddy in darkness. Wolf killer turned hawk fighter, he worked night and day to keep one from the door and theother from under the windowsills. A Vulcan guarding the flames, he gives

us instructions about which doors to keep closed or opened for proper distribution of heat, lays kindling by, discusses qualities of coal, and teaches

us how to rake, feed, and bank the fire. And he will not unrazor his lips

until spring.

Winter tightened our heads with a band of cold and melted our eyes. We put pepper in the feet of our stockings, Vaseline on our faces, and stared through dark icebox mornings at four stewed prunes, slippery lumps of oatmeal, and cocoa with a roof of skin.

But mostly we waited for spring, when there could be gardens.

By the time this winter had stiffened itself into a hateful knot that

nothing could loosen, something did loosen it, or rather someone. A

someone who splintered the knot into silver threads that tangled us, netted us, made us long for the dull chafe of the previous boredom.

Asesino de lobos convertido en cazador de halcones, trabajaba día y noche para mantener a uno alejado de la puerta y al otro bajo los alféizares. Un Vulcano cuidando las llamas, nos da instrucciones sobre las puertas que hay que mantener cerradas o abiertas para que el calor se distribuya correctamente, nos prepara la leña, nos habla de las cualidades del carbón y nos enseña a rastrillar, alimentar y mantener el fuego. Y no se despegará de sus labios hasta la primavera.

El invierno nos apretó la cabeza con una banda de frío y nos derritió los ojos. Nos poníamos pimienta en los pies de nuestras medias, vaselina en la cara y mirábamos a través de oscuras mañanas frías como neveras cuatro ciruelas pasas guisadas, resbaladizos grumos de avena y cacao con techo de piel. Pero sobre todo esperábamos la primavera, cuando pudiera haber jardines.

Para cuando este invierno se había endurecido hasta convertirse en un nudo odioso que nada podía aflojar, algo lo aflojó, o más bien alguien. Alguien que astilló el nudo en hilos de plata que nos enredaban, nos enredaban, nos hacían añorar el sordo roce del aburrimiento anterior.

Article 3 — Use of terms

For the purposes of this Protocol:

(a) "Trafficking in persons" shall mean the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs;

(b) The consent of a victim of trafficking in persons to the intended exploitation set forth in subparagraph (a) of this article shall be irrelevant where any of the means set forth in subparagraph (a) have been used;

(c) The recruitment, transportation, transfer, harbouring or receipt of a child for the purpose of exploitation shall be considered "trafficking in persons" even if this does not involve any of the means set forth in subparagraph (a) of this article;

(d) "Child" shall mean any person under eighteen years of age.

Article 4 — Scope of application

This Protocol shall apply, except as otherwise stated herein, to the prevention, investigation and prosecution of the offences established in accordance with article 5 of this Protocol, where those offences are transnational in nature and involve an organized criminal group, as well as to the protection of victims of such offences.

Artículo 3 - Términos empleados

Para los efectos del presente Protocolo:

(a) Por "trata de personas" se entenderá el reclutamiento, el transporte, el traslado, la acogida o la recepción de personas, recurriendo a la amenaza o al uso de la fuerza u otras formas de coacción, al rapto, al fraude, al engaño, al abuso de poder o de una situación de vulnerabilidad o a la concesión o recepción de pagos de beneficios para obtener el consentimiento de una persona que tenga autoridad sobre otra, con fines de explotación. La explotación incluirá, como mínimo, la explotación de la prostitución de otros u otras formas de explotación sexual, los trabajos o servicios forzados, la esclavitud o las prácticas análogas a la esclavitud, la servidumbre o la extracción de órganos;

(b) El consentimiento de una víctima de la trata de personas a la explotación prevista en el apartado a) del presente artículo será irrelevante cuando se haya recurrido a cualquiera de los medios enunciados en el apartado a);

(c) La captación, el transporte, el traslado, la acogida o la recepción de un niño con fines de explotación se considerará "trata de personas" aunque no se recurra a ninguno de los medios enunciados en el apartado a) del presente artículo;

(d) Por "niño" se entenderá toda persona menor de dieciocho años.

Artículo 4 - Ámbito de aplicación

El presente Protocolo se aplicará, salvo que en él se disponga otra cosa, a la prevención, investigación y enjuiciamiento de los delitos tipificados con arreglo al artículo 5 del presente Protocolo, cuando dichos delitos sean de carácter transnacional y entrañen la participación de un grupo delictivo organizado, así como a la protección de las víctimas de tales delitos.

ARTÍCULO 47. SOLICITUD DE LICENCIA. 

Las solicitudes de licencias bancarias que se formulen al Superintendente deberán hacerse constar por escrito mediante apoderado legal. La Junta Directiva establecerá los requisitos y demás condiciones que deben reunir los peticionarios a fin de obtener una licencia bancaria.

 ARTÍCULO 48.

 CRITERIOS PARA LA APROBACIÓN O DENEGACIÓN DE LICENCIAS BANCARIAS. El Superintendente tendrá un plazo de hasta noventa días, contado a partir de la presentación completa de toda la documentación requerida por la Superintendencia, para aprobar o denegar la solicitud de licencia bancaria, en atención a los siguientes criterios: 1. Identidad de los accionistas principales e idoneidad del cuerpo administrativo con base en su experiencia, integridad e historial profesional. 2. Evidencia de la capacidad para aportar el capital mínimo exigido, cuyo origen deberá ser claramente determinable. 3. Plan de negocios que demuestre la viabilidad del banco y su aporte a la economía panameña. 4. Políticas de Gobierno Corporativo. 5. Cualquier otro criterio que el Superintendente o la Junta Directiva estime pertinente. El término a que se refiere el presente artículo podrá ser prorrogado, a discreción del Superintendente, cuando lo considere necesario para la mejor evaluación de la solicitud de que se trate. 

ARTÍCULO 49. PERMISO TEMPORAL. Cumplidos los requisitos establecidos para la solicitud de licencia, el Superintendente emitirá un permiso temporal, con el único fin de que el solicitante pueda inscribir en el Registro Público de Panamá su pacto social utilizando la palabra Banco o cualquiera de sus derivados, en cualquier idioma, mientras se tramita la obtención de la licencia definitiva. El permiso temporal se concederá por un término de noventa días.

ARTICLE 47. REQUEST FOR LICENSES. 

Requests for banking licenses made to the Superintendent shall be made in writing through a legal representative. The Board of Directors shall establish the requirements and other conditions to be met by the petitioners in order to obtain a banking license.

ARTICLE 48.

CRITERIA FOR THE APPROVAL OR DENIAL OF BANKING LICENSES. The Superintendent shall have a term of up to ninety days, counted from the complete presentation of all the documentation required by the Superintendency, to approve or deny the application for a banking license, based on the following criteria: 1. Identity of the principal shareholders and suitability of the administrative body based on their experience, integrity and professional background. 2. Evidence of the ability to provide the minimum capital required, the origin of which must be clearly determinable. 3. Business plan that demonstrates the viability of the bank and its contribution to the Panamanian economy. 4. Corporate Governance Policies. 5. Any other criteria that the Superintendent or the Board of Directors deems pertinent. The term referred to in this article may be extended, at the discretion of the Superintendent, when he deems it necessary for a better evaluation of the request in question.

ARTICLE 49. TEMPORARY PERMIT. 

Once the requirements established for the application for a license have been complied with, the Superintendent shall issue a temporary permit, for the sole purpose of allowing the applicant to register in the Public Registry of Panama its articles of incorporation using the word Bank or any of its derivatives, in any language, while the definitive license is being processed. The temporary permit will be granted for a term of ninety days.
