Basicly, a bourbon is a whiskey made in the USA. But, there are a few rules that distilleries must keep in order to be classified as a bourbon.
It must be made in the United States
95% of bourbons are made in Kentucky
Aging must take place in a new, charred oak barrel
The grain mixture (mash) must be at least 51% corn
The liquid cannot enter the barrel at anything higher than 125 proof (62.5% abv), and must be distilled at no more than 160 proof (80% abv.)
Nothing except water can be added
