Currently, I’m teaching Constitutional and EU Law at Escuela Judicial (Consejo General del Poder Judicial – Spain). I am, though, a senior lecturer of Constitutional Law at Universitat de Barcelona (Spain).
I studied Law at Universidad de Valladolid (Spain), where I spent five years as research staff in training. During this time, I took the Specialist Course in Constitutional Law and Political Science at Centro de Estudios Políticos y Constitucionales (Ministry of Presidency, Government of Spain). I got my doctorate in Constitutional Law from Universidad Complutense de Madrid. Since 2007, I have been working as a lecturer of Constitutional Law at Universitat de Barcelona. During this academic career, I have spent time at the Universities of Siena and Bologna (Italy), at the Benjamin N. School of Law (United States), at the Universities of Pau and Lyon 2 (France) and Universidad Complutense de Madrid (Spain). Here you can find my CV.
I have specialized in political participation, paying attention to political parties. I have published several monographs on these issues (for example, La selección de candidatos electorales por los partidos, Nicolás Pérez Serrano award 2011) and coordinated several collective works (the last one, Las elecciones libres en la doctrina de Estrasburgo, 2021). Linked to this topic, my interest in Electoral Law appears. This interest has led me to create Escrutinio. In addition, my research career has been linked to fundamental rights and their multilevel protection, first as an editor of jurisprudence chronicles, and coordinating, together with Javier García Roca, La Europa de los Derechos, a reference work on the content of the Convention European Human Rights and its interpretation by the Court of Strasbourg. My teaching is linked to the basic subjects of Constitutional Law in the Law Degree, and to the introductions to Law in non-legal careers (Management and Public Administration; Political and Administration Sciences; Graduated in Private Investigation). Since 2012, I participate in a Master on Parliamentary Law, Elections and Legislative Studies of the Instituto de Derecho Parlamentario from Universidad Complutense de Madrid and the Spanish Congress of Deputies. I have been a visiting professor at the Universities of Pau and Lyon 2 (France), Bologna (Italy), Lleida and Universitat Oberta de Catalunya (Spain), and had a position as senior lecturer at Universidad Complutense de Madrid. In addition to chairing the Commission for Non-Referendum Popular Consultations of the Generalitat de Catalunya (2019-2022), I have advised various political parties and made reports for public entities, as well as collaborated with the media to convey the results of my investigations. I am a member of the Association of Constitutionalists of Spain, of the Instituto de Derecho Parlamentarioof Universidad Complutense de Madrid and the Spanish Congress of Deputies, of the Transjus Research Institute of Universitat de Barcelona, of the Center for Party Studies of the UNED and the GiDc-GAP Teaching Innovation Group of the University of Barcelona.
