The latest release of Windows Server is Windows Server 2022, which was released in 2021.

My thought was 

To create Windows user accounts for each department on the Windows server, Install Power Automate sign in with the user account that I have the license, and share the Windows user account with them to run the Flow.

The "right" approach is to not run PAD on a Windows server. PAD is designed to be run on an individual's PC, and to include some element of interactivity. In all other scenarios you should look into Power Automate Cloud.

What @lbendlin said is completely incorrect. PAD is perfectly fine to be used on Windows Servers. However, the correct approach to do that when no user interaction is needed, is to have a "Power Automate Process" license ($150/bot/month) to run the flow on the server in unattended mode. ff782bc1db
