The following tables show the supported language packs for Windows desktop editions and Windows Server, and supported language interface packs (LIPs) for Windows desktop editions. There was over 1 year period, from June 2021 when I've bought my laptop and installed Office 365 on it, when Office 365 was in English, but around 2022/2023 (maybe earlier - I'm not sure) the Office 365 switched interface language into Polish against my will.

I've been researching about adding Arabic localisation into our software. I understand that mirroring of some controls is essential, such as the relationship of labels and textboxes: any labels that are to the left of textboxes in left-to-right languages need to be to the right of the textboxes in Arabic and other right-to-left languages. But I can't find a definite answer on whether the entire layout of the graphical user interface should be mirrored.

When a language is written right-to-left, the entire expectation of the user is shifted, but an even more interesting effect is the change of terminology. What we usually term positioning "left" and "right" actually end up being "beginning" and "end" (or "before" and "after") which makes mirroring the interface a little more elaborate.

Another challenge is having a mixed-content software. For example, if your software displays some set content but allows the user to change the interface language, you may run into interesting flip-no-flip issues.

In Microsoft terminology, a Language Interface Pack (LIP) is a skin for localizing a Windows operating system in languages such as Lithuanian, Serbian, Hindi, Marathi, Kannada, Tamil, and Thai. Based on Multilingual User Interface (MUI) "technology", a LIP also requires the software to have a base installed language and provides users with an approximately 80 percent localized user experience by translating a reduced set of user interface elements. Unlike MUI packs which are available only to Microsoft volume license customers and for specific SKUs of Windows Vista, a Language Interface Pack is available for free and can be installed on a licensed copy of Microsoft Windows or Office and a fixed "base language". In other words, if the desired additional language has incomplete localization, users may add it for free, while if the language has complete localization, the user must pay for it by licensing a premium version of Windows. The alternative is to upgrade to Windows 7 Ultimate, which costs more money, and which can provide the user interface in different languages. If your issue is with the language interface of the guest OS running in the VM, the problem and therefore solution is not with VMware Workstation software. To change the user interface language itself for Windows OS, you will need the Multilingual User Interface (MUI) pack. Microsoft has been providing an MUI pack since Windows 2000 but the the MUI pack was not available for retail purchase.
