The MHS JROTC staff is a team of dedicated cadet leaders responsible for organizing, planning, and managing the battalion’s daily operations. Each member plays a key role in communication, logistics, training, and maintaining discipline within the program. Together, the staff ensures that every event and activity runs smoothly while setting the example for leadership and excellence.

SFC KELLY
Sergeant First Class Shawn Kelly enlisted into the United States Navy in 1982-1986 as an Aircrewman he flew aboard the S3 Aircraft on the USS Saratoga. His mission was to detect and track submarines. In 1986 SFC Kelly joined the Massachusetts Army National Guard; Cavalry Scout, recruiting and retention as an NCO. SFC Kelly holds a bachelor's of science degree in marketing from Franklin Pierce University. He served 32 years in the armed forces, 4 in the Navy, and 28 in the National Guard.
In the early 2000’s he led a team of five regional recruiters who exceeded their goals on a consistent basis. As the senior NCO in the Recruitment sustenance program designed to increase the commitment and retention of new recruits yielding the highest level of success in the area.
After becoming the recruiting commander in Haverhill, MA, he developed a highly effective community relations program that led to a 200% increase in recruiting success. Receiving 8 Army National Guard commendations for exceeding recruiting goals. Supervised JROTC educational programs at the high school level in Lawrence, Methuen, Haverhill, and the surrounding areas.
MSG RODGERS
Meet Master Sargent (R) Paloma Rodgers — our new Army JROTC long-term substitute and future certified Army instructor.
With 26 years of proven Army leadership and mentorship experience, she is dedicated to developing confidence, discipline, and resilience in young leaders. Her mission is to guide students and help shape the next generation of responsible citizens and inspired leaders.
Master Sergeant Paloma Rodgers enlisted in the United States Army Reserve in 1999 through the Delayed Entry Program. After graduating from Burlington High School in 2000, she completed Basic Training at Fort Jackson, South Carolina, and advanced medical training at Fort Sam Houston, Texas, where she served in the Medical Corps as a Patient Administrator. She later received additional Human Resources training, ultimately culminating her Army career as a First Sergeant (1SG), Senior Enlisted Advisor, and Contingency Plan Program Manager for the United States European Command, U.S. Army Element, based at Fort Devens, Massachusetts.
MSG (R) Rodgers brings extensive real-world experience, including expertise in instruction and curriculum development. Her background includes roles as a Training NCO, Talent Manager, and Program Coordinator. She is a certified Army Master Resilience Trainer, highly skilled in strengthening confidence and resilience, and has served as an Equal Opportunity Leader and a member of the Department of the Army Selected Honor Guard. In addition, she is a Spanish-speaking medical interpreter, adding valuable communication and cultural competence to our program.
