The Children’s Health Outreach, Enrollment, Utilization and Retention Services (CHOEUR) project assists families residing in the Service Planning Area 7 (SPA 7) region of Los Angeles County with enrollment to no-cost or low-cost healthcare coverage programs. Our program provides application assistance for uninsured children and families who may be eligible for Medi-Cal, Medi-Cal Access Program (MCAP), Covered California, or the Kaiser Permanente Child Health Program. We also provide referrals to Los Angeles County programs such as Ability to Pay (ATP), My Health L.A, Child Delivery Program, and many others.

Our staff is bilingual, professionally trained, and fully committed to assisting families with their health coverage needs.

Covered California is a free service that connects Californians with brand-name health insurance under the Patient Protection and Affordable Care Act. When you apply, you may qualify for a discount on a health plan through Covered California, or get health insurance through the state’s Medi-Cal program.

My Health LA is a no-cost health care program for people who live in Los Angeles County. MHLA is free to individuals and families who do not have and cannot get health insurance, such as Full-Scope Medi-Cal.

The Child Health Program (CHP) helps pay for health coverage for children 18 and under who don't have access to other health coverage. Child Health Program members receive a subsidy to help pay monthly premiums, and do not have to pay copays or out-of-pocket costs for most care at Kaiser Permanente facilities.

Medi-Cal is California's Medicaid program. This is a public health insurance program that provides free or low cost medical services for children and adults with limited income and resources.
