McGaw Engineering, PLLC is an independent owner's representative and infrastructure advisory practice serving owners, operators, contractors, and attorneys in Knox County and East Tennessee. Provides owner's advisory, contract and project administration, and facilities and asset management support across construction, operations, and capital planning phases. Technical capabilities include building assessments, utility analysis, site civil consulting, project controls review, and delay and impact analysis. Also available for expert evaluations in litigation and construction defect matters.
The foundation of the practice relies on extensive project lifecycle experience, beginning initially in the field as a construction laborer and advancing through estimating, design, quality control, commissioning, operations, and facility asset management. That background shapes an analytical approach pairing rigorous technical engineering knowledge with a practical understanding of what infrastructure costs, how it is executed in the field, and where project risks typically develop.
This work is conducted independently of, and not on behalf of, UT-Battelle, LLC, Oak Ridge National Laboratory (ORNL), or the U.S. Department of Energy.
Strategic focus is placed on delivering clarity for complex infrastructure environments, including water and wastewater utility networks, municipal infrastructure, and site development projects. Technical capabilities support clients through critical phases of project delivery, including:
Owner’s Advisory & Project Controls: Independent progress reviews, schedule/budget verification, and change-order analysis.
Regulatory & Permitting Navigation: Local agency coordination, access and sight distance certifications, and utility compliance.
Legal & Dispute Support: Forensic analysis, delay and impact reviews, and expert engineering documentation for arbitration and dispute resolution.
Professional background includes directing facility and infrastructure operations and asset maintenance within the highly regulated, mission-critical federal science and energy sector. Through McGaw Engineering, that same standard of disciplined execution and field-tested technical oversight is applied directly to protect the investments, compliance, and safety of local operations.
